    Abstract: Provided are a method and device for reporting signal quality. The method includes: measuring signal quality of a measurement signal within a radio link monitoring (RLM) assessment period and before a moment when the measurement signal changes and/or measuring signal quality of a changed measurement signal within the RLM assessment period; comparing, by a UE, the measured signal quality with a preset threshold value; and generating, by the UE, an in-sync indication or an out-of-sync indication according to the comparison result and reporting the in-sync indication or the out-of-sync indication.

    Abstract: Methods, apparatus, and systems that enable scheduling of related data transmissions across multiple cells and/or carriers are disclosed. In one example aspect, a method for wireless communication includes processing, by a base station, a first data transmission for a user device on a first serving cell and transmitting, by the base station to the user device, a control message that includes a scheduling information of a second data transmission on a second cell that is different than the first serving cell. The control message indicates whether the second data transmission is a new data transmission or a retransmission of the first data transmission. The method also includes processing, by the base station, the second data transmission for the user device on the second cell according to the scheduling information.

    Abstract: The present disclosure describes methods, system, and devices for configuring and scheduling a physical uplink control channel (PUCCH). A method includes transmitting, by a user equipment (UE), a PUCCH to a base station, the UE being configured with an uplink (UL) subband, by: receiving, by the UE, a configuration for at least one PUCCH resource; determining, by the UE, whether a PUCCH resource is valid for the UL subband based on the configuration; and in response to the determining that the PUCCH resource is valid for the UL subband, transmitting, by the UE, the PUCCH in the PUCCH resource to the base station.

    Abstract: Techniques are described to construct a semi-static hybrid automatic repeat request acknowledgement (HARQ-ACK) codebook. An example wireless communication method includes determining, by a communication device that is configured to communicate with a first cell and a second cell, a position of a first time slot associated with the first cell that overlaps with a second time slot associated with the second cell, where the second time slot is configured for a transmission of a hybrid automatic repeat request (HARQ) acknowledgement (ACK) information; determining, for the HARQ-ACK information, a plurality of time slots associated with the first cell and the second cell based on the position of the first time slot and a set of values associated with the first cell; and transmitting, by the communication device, the HARQ-ACK information for the plurality of time slots in the second time slot to the second cell.
