An access point (VSIM-AP) facilitates user communications using virtual subscriber identity module (VSIM) information and stores VSIM information for each of a plurality of mobile user devices. The VSIM-AP arbitrates among communication requests by mobile user devices using priority information stored with their VSIM information. Then the VSIM-AP enables communications with a selected one of the plurality of mobile user devices utilizing the respective VSIM information. In non-limiting embodiments the arbitrating is also among an ongoing communication with another of the mobile user devices. At least arbitrating among the communication requests follows priority rules: first by user priority then by service priority then by the order in which the VSIM-AP received the communication requests. The enabled communications are with a cellular base station with which the selected mobile user device uses its VSIM. The VSIM-AP enables quick switching by providing cellular network operation information stored with the VSIM information.

A method is provided for facilitating concurrent occupation of a channel. The method may include determining, at a first terminal that is a member of a first device-to- device (D2D) communication group, that the first terminal has not heard a clear to send message within a predefined period of time following the first terminal hearing a message requesting to send data on a channel sent by a second terminal that is a member of a second D2D communication group. A method and an apparatus for switching D2D data communications between a licensed and a license-exempt band are disclosed. A D2D device receives from a cellular network a pre-switch notification to prepare for a switch of its D2D communications, and in response adopts a temporary strategy for conducting its D2D transmissions prior to the switch. After the switch the D2D device discontinues the temporary strategy. In one embodiment the temporary strategy and its duration are indicated in the pre-switch notification. Two example temporary strategies are presented: 'no-new-data' where new data transmissions are suspended and data re-transmissions are sent with high reliability; and 'no-feedback' where new data is sent with high reliability and data re-transmissions are suspended. Different embodiments have the cellular network access node or D2D device contending for the radio resource in the license-exempt frequency band.

A method and apparatus for providing a virtual SIM is provided. According to an example embodiment, a first device sends a message to a base station in a telecommunications network to request a virtual SIM for use by a second device. After receiving the request from the first device, the base station generates the virtual SIM and creates a mapping among the first device's SIM memory device, the virtual SIM, and identification information for the second device. The base station transfers the virtual SIM to the second device either directly, or the base station may transfer the virtual SIM to the first device for transmission to the second device via device-to-device technologies. The second device then may establish a connection with the base station using the virtual SIM for both uplink and downlink communications.
