Abstract: A coding parameter computation device includes a processor; and a memory that includes instructions, which when executed, cause the processor to execute the following steps: decomposing an original video into scenes and selecting one scene of the decomposed scenes; generating encoded scenes by applying a plurality of combinations of bitrates and resolutions to the selected one scene; evaluating a quality of each of the encoded scenes; estimating, for the one scene, a relationship between a quitting ratio and a bitrate; obtaining quitting ratio values by applying the relationship to throughput historical data of the one scene; calculating N discrete quantization values of the quitting ratio values by applying a clustering algorithm; and identifying combinations of a bitrate, a resolution, and a quality value corresponding to the N discrete quantization values.

Abstract: A learning model is trained for rate-distortion behavior prediction against a corpus of a video hosting platform and used to determine optimal bitrate allocations for video data given video content complexity across the corpus of the video hosting platform. Complexity features of the video data are processed using the learning model to determine a rate-distortion cluster prediction for the video data, and transcoding parameters for transcoding the video data are selected based on that prediction. The rate-distortion clusters are modeled during the training of the learning model, such as based on rate-distortion curves of video data of the corpus of the video hosting platform and based on classifications of such video data. This approach minimizes total corpus egress and/or storage while further maintaining uniformity in the delivered quality of videos by the video hosting platform.

Abstract: Systems and methods are described for video coding using affine motion prediction. In an example method, motion vector gradients are determined from respective motion vectors of a plurality of neighboring sub-blocks neighboring a current block. An estimate of at least one affine parameter for the current block is determined based on the motion vector gradients. An affine motion model is determined based at least in part on the estimated affine parameter(s), and a prediction of the current block is generated using the affine motion model. The estimated parameter(s) may be used in the affine motion model itself. Alternatively, the estimated parameter(s) may be used in a prediction of the affine motion model. In some embodiments, only neighboring sub-blocks above and/or to the left of the current block are used in estimating the affine parameter(s).

Abstract: Aspects of the disclosure provide method and apparatus for video coding. In some examples, an apparatus includes receiving circuitry and processing circuitry. The processing circuitry decodes, from a coded video bitstream, a syntax element for an adjusted version of an initial quantization parameter (QP) value at a picture level for a picture. The adjusted version is in a range with an upper boundary that is changed with a maximum QP value. Then, the processing circuitry determines the initial QP value of a segment (such as a slice, a tile, a group of tiles and the like) in the picture based on the syntax element and determines a QP value for a block in the segment according to the initial QP value of the segment and adjustments associated with the block. Then, the processing circuitry performs an inverse quantization on quantized data of the block according to the determined QP value.

The method may include determining a final QP value associated with the block of samples based on the initial QP value and the QP delta value. The method may include coding the block of samples using the final QP value.
