The base transceiver stations (BTS) and higher-level network elements (MSC, BSC) are connected to nodes (16) of the SDH network for dynamic establishment of digital transmission links. The network management (TMN) of the SDH network is capable of dynamic allocation of transmission capacity of the transmission network to base transceiver stations or higher-level network elements according to their traffic load. The traffic load is determined on the basis of the number of transmission channels in use and those not in use, or on the basis of load information otained from the network management of the radio network.

A time division multiplexer is provided for multiplexing data from a plurality of channels. The TDM system generally comprises a high speed time division multiplexed data bus (106), a synchronizing bus (104), a plurality of channel cards (112-116) coupled between the data channels and the data bus with each channel card having its own processor and memory, and a communication manager (120) which is also coupled to the digital bus, and includes a (micro)processor (130). The processor of the SCM determines the frame for the system and initially forwards the frame information to each of the channel cards during predetermined time slots of the high speed data bus. The channel cards are synchronized by the SCM (120) via the synchronization bus (104), and the channel cards use the synchronization information and framing information in order to appropriately place data on and take data off the high speed bus without the use of an address bus.

The UE sends a response message for the downlink transmission data to the access network device, where the response message is sent by the UE on an uplink symbol in a K th subframe after the received subframe, K is the same for any subframe arrangement in a TDD system, and K is a positive integer. The embodiments of the present invention are applied to the TDD system. An ACK or NACK feedback time is reduced, thereby greatly reducing a HARQ delay and meeting a transmission requirement for an ultralow delay.
