The apparatus (10) includes a first station (24), wherein perforations are made in the first substrate web (18), and a second station (44), wherein the discrete element (52) is separated from the first substrate web (18) at a line of perforations and the discrete element (52) is transferred to a position on the second substrate web (20). The first station (24) includes a perforation cutter assembly (28) and conveyer assembly (46). The perforation cutter assembly (28) includes first (30) and second (32) rollers with a cutting blade, with a discontinuous edge, and an anvil surface, respectively, to make perforations in the first substrate web (18). The second station (44) includes a separation and transfer mechanism (12) having separation and transfer segments (54) for separating and transferring the discrete element (52) from the first substrate web (18) to the second substrate web (20). The method includes the steps of: making perforations across a width, at least partially through a thickness, and at predetermined spaced apart intervals along a length of the first substrate web (18); separating the discrete element (52) from the first substrate (18) web along a first line of the perforations; and placing the discrete element (52) on the second substrate web (20).

An apparatus and method for severing an elastic web (22) traveling at a first speed into discrete parts (26) and applying the parts (26) onto a product web (28) of interconnected disposable absorbent articles traveling at a second speed are disclosed. The apparatus includes a plurality of transfer segments (40) which are configured to rotate about a common first axis. The apparatus also includes a drive ring which is configured to rotate about a second axis which is offset from the first axis of the transfer segments (40). A plurality of coupler arms are pivotally connected to the drive ring. As the drive ring is rotated, a cam end of each of the coupler arms is guided along a curvilinear path and a crank end of each of the coupler arms slidably engages a respective transfer segment (40) thereby pivoting the coupler arms about the pivot points and rotating the transfer segments (40) at a variable speed. The offset crank motion of the drive ring and the pivoting of the coupler arms independently varies an effective drive radius of each transfer segment (40) to provide the desired variable speed.

A transfer apparatus 10 includes crank arms 22 each of which is pivotally attached to a driving wheel 21, link levers 23 each of which has its one end pin-linked to the tip of the crank arm 22, and revolving sections 30 each of which is pin-linked to the other end of the link lever 23 and held at a distance from the rotation axis 210 of the driving wheel 21, wherein: the crank arm 22 is provided with a velocity-changing cam roller 223 protruding therefrom at a position spaced apart from the pivot center thereof; the velocity-changing cam roller 223 is guided while being engaged with the velocity-changing cam groove 44 which is formed to be eccentric to the rotation axis 210 of the driving wheel 21 , whereby the tip of the crank arm 22 swings during one complete rotation of the driving wheel 21 ; and, as a result, the angular velocity of the link lever 23 linked to the tip of the crank arm 22 and the revolving section 30 periodically increases/decreases with respect to the angular velocity of the driving wheel 21 .
