In embodiments of the present invention, a location point for obtaining, by a searching terminal, a wireless signal that has greatest strength in a wireless signal sent by a searched terminal is recorded as a reference location point corresponding to the searched terminal, a location relationship between the reference location points is used to indicate a location relationship between corresponding searched terminals, so that a location relationship between searched terminals whose locations are unknown can be determined, and anchors whose locations are known do not need to be deployed, reducing costs of deploying and maintaining anchors.

In the embodiment of the present invention, not only a grouping is carried out in the core network hierarchy, but also the terminals in each cell are further grouped in the access network hierarchy, so that the number of terminals in the subgroup is appropriate, and the resources are allocated more flexibly and reasonably.
