According to embodiments of this application, the first random access preamble is determined based on the cyclic shift and/or the order of symbols. This can increase a quantity of SSB indexes associated with one random access occasion RO, and reduce association duration between the RO and the SSB, so that a time interval at which the terminal apparatus initiates random access is reduced, and user experience is effectively improved.
