It is an object of the invention to provide a chemical conversion treating agent which contains no chromium and can give good effect of chemical conversion treatment equal to or better than that of zinc phosphate treatment to all metals such as iron, zinc, aluminum and the like. The present invention provides a chemical conversion treating agent comprising zirconium, fluorine and a water-soluble epoxy compound, wherein the content of the zirconium in the chemical conversion treating agent is 20 to 10000 ppm on the metal equivalent basis, the water-soluble epoxy compound has a fundamental skeleton of bisphenol F, has an amino group and an isocyanate group, has a number-average molecular weight of 400 to 1000, and the content of the water-soluble epoxy compound in the chemical conversion treating agent is 100 to 2000 ppm in terms of the concentration of solid matters.

It is the object of the present invention to provide a hydrophilic surface treating aqueous solution, hydrophilic surface treating method, and hydrophilic surface treating film persisting the hydrophilicity and ensuring a film having a good processability. The hydrophilic treating aqueous solution contains as main components a hydrophilic high molecular compound having a specific molecular weight and containing a polyoxyalkylene chain of 10 wt% or more in terms of solid content, and a specific aqueous resin. This enables the formation of film conferring a processability and good hydrophilicity and persistency of hydrophilicity on the surface of aluminum or aluminum alloy for use in aluminum fins of a heat exchanger, as well as suppressing the generation of unpleasant odor.

After a previous acidic washing treatment, a heat exchanger is subjected to a chemical transformation treatment to form a chemical conversion coating film using a chromium chromate treatment agent, chromium phosphate treatment agent, or treatment agent of zirconium series, followed by a treatment for hydrophilicity using a treatment agent for hydrophilicity, which contains silica particulates and polymer of vinyl alcohol series in aqueous medium in a weight ratio 30:70∼70:30 and in tot al content of 1∼25 weight percent, and in which said silica particulates are coated with said polymer of vinyl alcohol series, and dispersed as coated particles of the average particle diameter of 5∼1000 nm in aqueous medium, to form the coating film so as to amount to 1∼3 g/m 2 .
