In the spring steel, the number of oxide inclusions having an equivalent circular diameter of equal to or greater than 5 µm is equal to or less than 0.2/mm 2 , the oxide inclusions each being one of an Al-based oxide, a complex oxide containing REM, O and Al, and a complex oxysulfide containing REM, O, S, and Al. Further, a maximum value among equivalent circular diameters of the oxide inclusions is equal to or less than 40 µm.

A steel plate and a steel pipe having excellent hydrogen-induced cracking resistance and toughness are achieved. Further, the steel plate and steel pipe are achieved that can evaluate the hydrogen-induced cracking resistance based on the internal quality of a cast strip without performing a hydrogen-induced cracking test after rolling. The steel plate having the excellent hydrogen-induced cracking resistance and toughness satisfies the specified contents of C, Si, Mn, P, S, Al, Ca, N, and O, and further contains the specified content of one or more elements selected from the group consisting of REM and Zr, with the balance being iron and inevitable impurities. The steel plate is further characterized by that the ratio (Ca/S) of the Ca to the S is 2.0 or more; the Ca, the S, and the O satisfy the relationship of (Ca - 1.25S)/O ≤ 1.80; an Ar gas content in a steel is 0.50 µL/cm 3 or less; and a decrease in the amount of Ca obtained by subtracting a Ca concentration in a slab from a Ca concentration in a molten steel in a tundish is a threshold value Ca dropθ or less, the threshold value Ca dropθ being a maximum decrease in the amount of Ca that avoids the occurrence of hydrogen-induced cracking in the steel plate obtained by rolling the slab.

The steel for steel pipes of the present invention is the one for steel pipes excellent in sour-resistance performance including C, Mn, Si, P, S, Ti, Al, Ca, N and O, and optionally including a predetermined amount of one or more of Cr, Ni, Cu, Mo, V, B and Nb, in which inclusions in the steel have Ca, Al, O and S as main components, the CaO content in the inclusions is 30 to 80%, the ratio of the N content in the steel (ppm) to the CaO content in the inclusions (%) is from 0.28 to 2.0, and the CaS content in the inclusions is 25% or less. In addition, the method of producing steel for steel pipes of the present invention is to produce steel for steel pipes in which Ca is added so that the ratio of the N content in the steel to the amount of Ca addition (kg/t) into the molten steel is from 200 to 857. According to the production method of the present invention, a slag composition, temperature-raising heating of molten steel, stirring treatment of molten steel and slag, and the Ca addition are optimized, whereby high-strength HIC resistant steel for steel pipes that exhibit excellent sour-resistance performance and cleanliness can be stably manufactured.

A high cleanness steel which is produced by adding, as a Li-containing material, a Li-Si alloy having a Li content of 20 to 40 % and/or Li2CO3 into a molten steel, specifically, at a step wherein a series of molten metal treatments of the adjustment of components, temperature adjustments and the slag smelting have been completed, and which has a total Li content of 0.020 to 20 ppm (on the mass basis) and contains oxide based inclusions having a longer diameter of 20 μm or more in an amount of 1.0 piece or less per 50 g of the steel, wherein the oxide based inclusions being present in the steel contain, in mass %, 15 to 55 % of CaO, 20 to 70 % of SiO2, 35 % or less of Al2O3, 20 % or less of MgO, and 5 to 20 % of Li2O; and a method for the high cleanness steel. The above high cleanness steel is further improved in cold workability or in fatigue characteristics.
