A Test Access Matrix (TAM) system permits installation onto an existing connector block. The TAM system exhibits a configuration that permits installation on to telecommunications circuits at the connection point provided for installation of protection modules (1) or other devices (1) that are inserted into the telecommunication circuit. The installation can be accomplished either before new or after existing connector blocks are installed on a telecommunication cross connect frame, tie frame, or other support structure. The TAM system can be instructed to connect a two or four wire test bust to any of the individual telecommunication circuits that are connected to the connector block. The test bus can be connected to the individual communication circuits in either a bridging, break towards the distribution side of the local loop, break towards the telecommunications equipments, or an insertion into the line via a 'make before break' sequence.

Said means can be connected at least temporarily and in non-invasive fashion and comprise: actuation probes (4), driven by control signals provided by the testing and diagnosing system, for the automatic and programmed insertion of test signals into predetermined points of the module, and monitoring probes (5) for taking from the monitoring points and transferring to the testing and diagnosing system signals present in the module. The probes (4, 5) are connected with the testing and diagnosing system by means of shielded micro-coaxial cables (7, 9). Conditioning devices (17), associated with the cables (7) connected to the actuation probes (4), provide a galvanic isolation between the testing and diagnosing system and the modules (1) under test.

The present invention provides a system and method for establishing the availability of a node to received a voice over internet protocol (VoIP) call. The present invention comprises attempting to establish a VoIP call to a given node that is the target of the VoIP call, determining whether the attempt to establish the VoIP call is successful; and generating an alarm in response to a call failure. Acording to embodiments of the invention, the method may comprise extracting call metrics from a VoIP call that provide information regarding the quality of a VoIP connection and generating an alarm in response to the call metrics falling below a threshold.
