Abstract: In accordance with some embodiments of the present invention, distortion may be calculated using hardware for purposes of motion estimation. The distortion may be determined in the frequency domain. In some embodiments, a modified Haar wavelet transform may be utilized. The penalty in terms of the number of motion vectors may be determined for each location to achieve better distortion in some embodiments. A look up table may be utilized to determine an acceptable penalty. In some cases, the user can input information about an acceptable penalty.

The method of encoding the residual block includes: generating a prediction block of a current block; generating a residual block based on a difference between the prediction block and the current block; generating a transformation residual block by transforming the residual block to a frequency domain; splitting the transformation residual block into frequency band units; and encoding effective coefficient flags indicating frequency band units, of the frequency band units, in which nonzero effective transformation coefficients exist.

Abstract: The present invention relates to an apparatus and method for encoding and decoding an image by skip encoding. The image-encoding method by skip encoding, which performs intra-prediction, comprises: performing a filtering operation on the signal which is reconstructed prior to an encoding object signal in an encoding object image; using the filtered reconstructed signal to generate a prediction signal for the encoding object signal; setting the generated prediction signal as a reconstruction signal for the encoding object signal; and not encoding the residual signal which can be generated on the basis of the difference between the encoding object signal and the prediction signal, thereby performing skip encoding on the encoding object signal.

Abstract: For the purpose of coding or decoding motion information in a picture with a small overhead, a coding method of performing compression coding of a moving picture by motion compensated prediction is configured to have a motion compensated prediction step (processing by motion detector 2, motion compensator 5, spatial predictor 9, etc.) of performing the motion compensated prediction while assigning one or more motion vectors (e.g., up to two motion vectors) in units of sub-blocks obtained by sub-dividing each of macroblocks resulting from division of each frame of the moving picture; and an assignment information coding step (processing by variable length encoder 23 and others) of outputting information about an assignment situation of the one or more motion vectors to the sub-blocks in a multiplexed form on a bitstream.

Abstract: Fast channel changing in digital-television-based entertainment networks can be implemented, for example, by electing to tune to channels at opportune tuning times. In an exemplary implementation, a method includes: receiving a channel change request that indicates a requested new channel from a client device; preparing a broadcast video data stream of the requested new channel that is offset in time behind a current broadcast time for broadcast video data of the requested new channel; and streaming the broadcast video data stream responsive to the channel change request. In another exemplary implementation, a system includes: a storage device (408A) that retains broadcast video data (410) for multiple channels; a video data extractor (416) that accesses the retained broadcast video data and retrieves an intra frame of broadcast video data that is in the past for a requested channel; and a video data distributor (418) that transmits the retrieved intra frame of broadcast video data.

An apparatus includes an encoder for joint coding partitions of an image region using frame partitioning and a partition merging procedure, wherein any given one of the partitions that use a coding mode with implicit coding rules is subject to being merged, with another one of the partitions, using a distinct merging rule different than that used for a coding mode with explicit coding rules.
