When the detected number of revolution is less than a prescribed value, a means M4 stops the adjustment of the torsion quantity detected by the means M2. Therefore, when the load of the engine increases, engine stall can be prevented even if idle-up is not executed. Therefore, a hydraulic pump for controlling the stabilizer interlocked with other hydraulic pump, and the hydraulic pump can be made small-sized.

When voltage of a battery power source 96 is temporarily lowered and there is a possibility of unnecessarily opening solenoid opening/closing valves 24L and 24R as the cut-off valves when starting an engine, a ratio of pressure within each wheel cylinder in relation to the braking manipulated variable of the driver is controlled to be a smaller value (S30, 50) as compared with a normal control time (S40) of braking force. As a result, pressure and flow rate of oil flowing to the master cylinder 14 are reduced.
