Abstract: PROBLEM TO BE SOLVED: To provide a dielectric device of higher performance. SOLUTION: An electron emitting element 10A in which the dielectric device is applied is provided with an emitter part 12 constituted by the dielectric and the upper part electrode 14 and the lower part electrode 16 to which a driving voltage Va for electron emission is applied. The emitter part 12 is composed of the upper layer 12c constituted of a large number of dielectric particles 12e and the lower layer 12d positioned downward the upper layer 12c and constituted of the large number of dielectric particles 12f.
