SOLUTION: This hydrophilic urethane-based water barrier agent mainly comprises a urethane prepolymer including terminal NCO groups obtained by reacting a hydrophilic aromatic polyol, which is obtained by carrying out an addition polymerization of ethylene oxide alone or ethylene oxide and propylene oxide to an aromatic polyhydric alcohol, with a polycyclic polyisocyanate, and then formulating 10-70% of a diluent having a high boiling temperature, a flash point at high temperature, low in offensive odor and free from active hydrogen.

Abstract: PROBLEM TO BE SOLVED: To obtain a solution composition useful in producing a polycarbonate- based film good in reliability from a substrate and therefore excellent in surface properties, transparency an optical homogeneity, and to offer a producing method for such polycabonate-based film. SOLUTION: This composition comprises (A) a solvent containing 60 or more wt.% of 1,3-dioxolane and capable of dissolving a polycarbonate-based resin, (B) a 1-6C straight or branched chain aliphatic alcohol, and (C) a poltcarbonate-based resin. The component C is contained in quantity of 10 pts.wt. based on 15-90 pts.wt. of the components (A+B), and the component B accounts for 0.5-5wt.% of the whole solvent system. A polycarbonate-based film is obtained by using the above composition.
