PROBLEM TO BE SOLVED: To provide an apparatus for administering a therapeutic agent into tissue, in particular a gaseous therapeutic agent such as an oxidizing gas or an inert gas.SOLUTION: This apparatus includes a syringe (28) having a barrel (32), a plunger (36) and a gas generator (88) associated therewith, and an accumulator (108). The gas generator (88) is activated and the therapeutic agent is accumulated within the barrel (32). The agent is delivered from the barrel (32) into a target site via a needle (24), thereby delivering therapeutic effects to that target site when the accumulator (108) reaches a predetermined amount. Preferably, the therapeutic agent is an oxygen-ozone mixture gas.

The valve metal in the vicinity of the electrode surface has the elongated crystal grains, and the content of the noble metal within the range from the electrode surface to 10 μm in a perpendicular depth direction is ≤5 atom% and further, the valve metal of the electrode surface has an oxide membrane.

To provide a long-life electrolytic electrode having a high oxygen overvoltage and used for an electrolytic oxidation reaction. The electrolytic electrode is an electrolytic electrode including an electrode surface layer formed by a high-temperature heat treatment under a low oxygen partial pressure of 100 Pa or less and includes a valve metal oxide film, the electrode surface layer having, just beneath, a layer which includes a valve metal and a noble metal excluding silver (Ag) and the noble metal is precipitated and dispersed in a crystal grain boundary of the valve metal, wherein a crystal of the valve metal in a range of down to 30 µm in a vertical depth direction from the electrode surface is a crystal grain being elongated in a vertical cross-section from the electrode surface and a content of the noble metal in a range of down to 10 µm in the vertical depth direction from the electrode surface is 5 at% or less.
