An information storage medium and an apparatus for recording and/or reproducing the information storage medium are provided to control an optimal recording power without an influence of an optimal power control (OPC) area in a layer upon an OPC area in a different layer. The information storage medium includes at least one information storage layer including an optimal power control area for obtaining an optical recording condition. OPC areas in adjacent information storage layers are disposed within different radiuses of the information storage medium. Accordingly, even when the information storage medium is made eccentric or has a manufacturing error, a recording property of the information storage medium is prevented from being degraded due to an influence of an OPC area in an information storage layer upon an OPC area in an adjacent information storage layer.

A resistor which is connected to the photo detector and in which a current flows, is also included. A voltage applied on the resistor (analog voltage) is normalized (normal voltage), based on which a control signal is output to the motor drive to stop the motor.

PROBLEM TO BE SOLVED: To provide an optical pickup device equipped with a short-circuiting means which prevents an electrostatic breakdown of a light emission chip to emit a laser beam, and which does not damage a substrate connected with the light emission chip, and to provide a method for manufacturing the same.SOLUTION: Wiring 22A and wiring 22B are arranged on an upper face of a base material 21, and a short-circuiting part 24A to provisionally short-circuit both of them is arranged on a region held between both of them on a circuit substrate 15A. Further, the short-circuiting part 24A includes a through-hole 34A continuing to the wiring 22A and a through-hole 34B continuing to the wiring 22B. The through-hole 34A is constructed with a plating film covering an inner wall of a penetrating hole penetrating the base material 21 with a circular shape, and formed of copper etc. Similarly, the through-hole 34B is also constructed with a plating film covering an inner wall of a penetrating hole penetrating the base material 21.
