PURPOSE:To obtain the tilted compound useful as a compound for providing a high polymer compound with flame retardancy, heat resistance, etc., by reacting a phosphonitrilic halide with an alcohol in the absence of a dehydrohalogenating agent, eliminating an evolved hydrogen halide. CONSTITUTION:A phosphonitrilic halide is reacted with a bifunctional or more functional alcohol (e.g., 2,2-dimethyl-1,3-propanediol, dipropylene glycol, etc.) at 70-180 deg.C, preferably at 85-135 deg.C for 5-30hr without using a dehydrohalogenating agent. In the operation, an evolved hydrogen halide is removed by bubbling an inert gas in the reaction solution or passing it on the reaction solution. The reaction product is then reacted with a metal alcoholate, ammonia, a primary amine or secondary amine, to give the desired substance with a low content of unsubstituted halogen atom.

PROCESS:A phosphazene compound of formula II (X is halogen), e.g. hexachlorotriphazene or octachlorotetraphosphazene, is reacted with a soluble alkali metal silicate, e.g. water glass, in the presence of a mineral acid to afford the compound of formula I.

PURPOSE:To efficiently obtain titled polymer, useful as a medicine such as a diuretic etc., by the reaction of a specified phosphazene polymer, etophylline and a reactant of formula R-H (wherein R is 1-3C alkoxy etc.). CONSTITUTION:An etophylline-modified phosphazene polymer of formula III (wherein X is 0.1-1) is obtained by the reaction of a phosphazene polymer of formula I (wherein n is 3-10,000), etophylline of formula II and a reactant of formula R-H (wherein R is 1-3C alkoxy, propylamino or phenoxy) at once or in an arbitrary order. The reaction is carried out in an organic solvent such as benzene, xylene or ethylene glycol. Caustic soda, triethylamine, etc. is preferably used as a scavenger of hydrogen chloride. USE:A medicine such as a diuretic, cardiac or muscular relaxants.
