PROBLEM TO BE SOLVED: To provide a functional paper obtained by formulating fine particles of polysaccharide hydrogel, especially the one having humidity-controlling function. SOLUTION: The functional paper is formed by preparing paper feedstock containing a fiber composition as a main part by mixing 1-50 wt.% fine particles of the polysaccharide hydrogel, and dispersing the mixture in water, and making paper by using the paper feedstock by a proper papermaking means, or formed by coating at least one surface of a base paper formed with the fiber composition as the main part with a solution containing the fine particles of the polysaccharide hydrogel in a solid content of 1-50 g/m 2 and drying it. In another embodiment, the functional paper may be formed by preparing the paper feedstock by mixing the fine particles of the polysaccharide hydrogel containing the fiber composition as the main part, and dispersing the mixture in the water, making the base paper by using the paper feedstock by a proper papermaking means, coating at least one surface of the base paper with the solution containing the fine particles of the polysaccharide hydrogel, and drying it. PROBLEM TO BE SOLVED: To provide an antifouling paint composition which contains as a binder a chitosan derivative which is an environmentally friendly material and is efficiently hardened to form an antifouling coating film which is excellent in durability and adhesion property and reduces frictional resistance against a liquid.
