It is the composition that can promote the local penetration of the activator in dispersed form.

PROBLEM TO BE SOLVED: To provide a method of producing adapalene aqueous gels.SOLUTION: A method for producing an adapalene aqueous gel at industrial level comprises the steps of: i) formulating a gelling medium A by mixing water with propylene glycol and then adding a gelling agent to the mixture, in which in the step (i), a gelling agent is added after the propylene glycol; ii) formulating an adapalene medium B by dispersing adapalene in water, in the presence of a surfactant, with the proviso that steps i) and ii) are carried out in parallel or any of step i) or ii) is carried out after the other; iii) adding the adapalene medium B to the gelling medium A; and iv) adjusting the pH by adding neutralizing agent thereto, whereby a gel is formed. All steps in the method are conducted at room temperature.
