PROBLEM TO BE SOLVED: To provide a resin composition which is excellent in transparency, heat resistance, solubility in an organic solvent, strength, and processability, and can arbitrarily adjust optical properties of a film in a wide wavelength range, and to provide a film obtained from the same and applications of the film. SOLUTION: The resin composition comprises a norbornene-based polymer (A) and a norbornene-based polymer (B). The norbornene-based polymer (A) has a structural unit (a) derived from a cyclic olefin-based monomer which has a norbornene backbone and an aromatic ring structure. The norbornene-based polymer (B) has a structural unit (b) derived from a cyclic olefin-based monomer which has a norbornene backbone containing a polar group and no aromatic ring structure, and does not have the structural unit (a).
