    Abstract: In a network including a macrocell and a femtocell, a terminal measures a current mobility state indicating a base station that is currently associated with the terminal and a future mobility state indicating a base station that is to be associated with the terminal in the future, and calculates expectation rewards for the base stations in consideration of information on neighbor base stations provided from a serving base station. In addition, the terminal selects a base station providing the largest expectation reward.
