The disclosure relates to an aqueous cosmetic composition that includes at least one effect pigment is present up to about 0.02 wt %, an emulsion of at least one oil and at least one surfactant, and at least one active selected to provide one or more benefits, including, but not limited to brightening/whitening, improvement of skin tone, blemish control or reduction, reduction of redness, anti-aging, and hydration, in an aqueous solvent. The composition may include a thickener and a preservative. Methods include forming the composition and applying the composition to the skin to provide an instant “glowing” or “brightening” effect.

An apparatus is provided for dispensing a cosmetic composition, including: a cartridge holder configured to hold at least one cartridge that stores a cosmetic composition, the cartridge holder being configured to move the cartridge to a predetermined location; a container receiving area configured to hold a output container beneath the predetermined location; circuitry configured to determine the cosmetic composition in the cartridge holder, control the cartridge holder to move the cartridge holder to the predetermined location based on the determination, and control the cartridge to dispense the cosmetic composition into the output container; and a mixer configured to hold the output container and subject the output container to a predetermined movement to cause contents of the output container to mix together.

A water-releasing cosmetic composition in the form of an emulsion and process for preparing the cosmetic composition are provided. The cosmetic composition includes an aqueous phase and an oil phase. The aqueous phase includes a hydrating agent at a concentration, by weight, of about 1% to about 50%. The oil phase includes a silicone polymer, an emulsifying crosslinked siloxane elastomer gel including an emulsifying crosslinked siloxane elastomer, and a hydrophobic silica. The emulsifying crosslinked siloxane elastomer gel includes an emulsifying crosslinked siloxane elastomer at a concentration, by weight of about 0.5% to about 7% based upon weight of the composition. The hydrophobic silica is at a concentration, by weight, of about 0.1% to about 5%, based upon weight of the composition. The cosmetic composition converts from an emulsion to a plurality of droplets upon rubbing.

A cosmetic composition includes an antimicrobial system that includes an antimicrobial agent comprising 4-hydroxyacetophenone and one or more additional antimicrobial agents comprising piroctone olamine. The antimicrobial system can be used in a cosmetic composition wherein the composition is a makeup removal composition that is one of an O/W emulsion, a W/O emulsion, a micellar water, a makeup removing wipe, or a two-phase (or multi-phase) composition. The antimicrobial system may be free or essentially free of any one or more of parabens, alcohols, formaldehyde, and formaldehyde-derived compounds. In some particular embodiments, the composition is free or essentially free of parabens, formaldehyde, formaldehyde-derived compounds, pentylene glycol, phenoxyethanol, hexylglycerin, ethylhexylglycerin, octylglycerin, benzylglycerin, 3-heptoyl-2,2-propandiol, and 1,2-hexandiol.
