Abstract: A method is proposed for handling a 5G PDU session establishment procedure when a maximum number of active 5G PDU sessions has been reached. When the number of active 5G PDU sessions has reached the maximum number of active PDU sessions as defined for the PLMN/SNPN, a UE needs to release an existing 5G PDU session in order to add a new 5G PDU session. In one novel aspect, the UE can select a 4G PDN connection and release the selected PDN connection to fulfill the requirement for having number of 5G PDU session less than or equal to the maximum number of active 5G PDU sessions. The selected 4G PDN connection is established as a user-plane resource for an MA PDU session; by releasing the selected PDN connection, the UE is then able to establish a new PDU session, including an emergency PDU session in 5GS.

Abstract: In an aspect of the disclosure, a method, a computer-readable medium, and an apparatus are provided. The apparatus may be a mobile station (MS). The MS registers to a first public land mobile network (PLMN) over a first access technology (AT). The MS determines that a received signal quality of the first PLMN over the first AT is lower than the operator controlled signal threshold per access technology. In response, the MS periodically attempts to obtain service on the first PLMN over a second AT. A received signal quality of the first PLMN over the second AT is equal to or greater than an operator controlled signal threshold per access technology.

Abstract: A method of reducing gray energy consumption and achieving optimal gray energy saving for carbon neutralization is proposed. In a cellular network, each cell or BS (group of cells) has renewable (green) and non-renewable (gray, on-grid power) energy sources. The renewable (green) energy is highly variable and unpredictable, while non-renewable (gray, on-grid power) is stable but is not renewable and thus has more carbon impact. Each cell or BS (group of cells) services is associated UEs when it is on. In one novel aspect, a cell or BS (group of cells) that consumes more non-renewable energy can give some or all of its served UEs to another cell or BS (group of cells) that consumes less non-renewable energy.

Abstract: A method of handling de-registration and EPS mobility management (EMM) parameter for 3GPP when UE receives a de-registration request message via non-3GPP is proposed. There is an access type in the de-registration type IE in the de-registration request message. In one novel aspect, a UE handles EMM parameters of the de-registration procedure depending on the received access type in the de-registration type IE. Upon receiving a DEREGISTRATION REQUEST message, if the de-registration request is for 3GPP access or for 3GPP access and non-3GPP access, the UE performs a local release of the PDU sessions over 3GPP access and non-3GPP access, if any. Based on the 5GMM cause, UE also handles the corresponding EMM parameters including EMM state, EPS update status, 4G-GUTI, last visited registered TAI, TAI list, eKSI and attach attempt counter.

Abstract: A method of handling Paging Early Indication with Paging Subgrouping (PEIPS) assistance information when a UE is registered to the same or different PLMN/SNPN networks is proposed. Abstract: A method for handling a PDU session release command for releasing an MA PDU session with a PDN connection established as user-plane resource on 3GPP access is proposed. For an MA PDU session with both EPS/4G 3GPP leg and 5GS non-3GPP leg, if UE/NW wants to release the MA PDU session, UE/NW needs to initiate two procedures. First/Second, to release the EPS 3GPP leg, UE/NW should initiate a PDN disconnect procedure/deactivate EPS bearer context procedure or a detach procedure. Second/First, to release the 5GS non-3GPP leg, UE/NW should initiate a PDU session release procedure. The UE/NW can also initiate two procedures simultaneously. It is also possible that the UE initiates one procedure and the NW initiates the other procedure.

Abstract: A method of handling multi-access (MA) Protocol data unit (PDU) session establishment procedure for adding a 3GPP PDN leg to an MA PDU session already established with a non-3GPP leg is proposed. In one novel aspect, for a 5GS MA PDU session already established on non-3GPP access, upon receipt of an ACTIVATE DEFAULT EPS BEARER CONTEXT REQUEST message for establishing a PDN connection as a user-plane resource for the MA PDU session over 3GPP access, the UE sends an ACTIVATE DEFAULT EPS BEARER CONTEXT REJECT message if any value of at least one of the critical parameters, including the PDN type, ESM cause, PDN address, S-NSSAI, SSC mode (set to SSC mode 1), and APN IEs in the ACTIVATE DEFAULT EPS BEARER CONTEXT REQUEST message does not match/sync/compatible to the corresponding stored value of the MA PDU session with a non-3GPP leg.

Abstract: A method of enhanced manual network selection procedure for access localized services in PNI-NPN is proposed. For manual CAG/PNI-NPN selection as hosting network, if a CAG cell in a PLMN broadcasting a CAG-ID is available and included in the (Allowed) CAG-ID list of the UE-stored CAG related configuration of the PLMN, the user may manually select the CAG cell as a suitable cell. However, the CAG-ID that is associated with validity information, and the corresponding validity criteria may or may not be satisfied, e.g., due to the UE-stored CAG related configuration is different from the NW-maintained CAG related configuration. Therefore, the UE does not know whether the CAG cell is suitable. In response, the UE triggers a registration procedure for mobility and periodic registration update, and obtains the updated CAG related configuration.

Abstract: A method of handling updated CAG related configuration is proposed. UE receives an updated CAG related configuration in a DL NAS message via a CAG cell, which broadcasts a list of supported CAG-IDs of the current network. UE may also receive an updated CAG related configuration in a DL NAS message via a non-CAG cell of the current network. The UE examines the list of allowed CAG-IDs in the updated CAG related configuration, determines whether they are supported by the CAG cell, whether they are associated with validity information, whether the validity criteria are met, whether the UE is ONLY allowed to access 5GS via CAG cells, and whether the UE has any emergency PDU session. Depending on the determination, the UE then either enters LIMITED-SERVICE and search for suitable cell in the current network, or enters PLMN-SEARCH state and applies PLMN selection process.

Abstract: A method of handling lower layer failure when assigning a Paging Early Indication with Paging Subgrouping (PEIPS) subgroup ID is proposed. If a network supports and accepts the use of PEIPS assistance information for a UE, the network can provide to the UE the negotiated PEIPS assistance information containing a new Paging subgroup ID and a new 5G-GUTI in a REGISTRATION ACCEPT message or in a CONFIGURATION UPDATE COMMAND message, and the UE was assigned with an old paging subgroup ID. When lower layer failure occurs, the network may not successfully receive a REGISTRATION COMPLETE message or a CONFIGURATION UPDATE COMPLETE message from the UE. Accordingly, the network needs to use both possible paging subgroup IDs for the UE until one of the paging subgroup IDs is considered invalid.
