Abstract: A communication method for incorporating an IoT technique with a 5G communication system for supporting a higher data transmission rate in comparison with a 4G system and subsequent systems and a system therefor are disclosed. The present invention can be applied to intelligent services (for example, services related to smart homes, smart buildings, smart cities, smart cars or connected cars, health care, digital education, retail business, security, and safety) on the basis of a 5G communication technique and IoT-related techniques. A method for transmitting and receiving a signal in a terminal of a mobile communication system, according to one embodiment of the present specification, comprises the steps of establishing an access for a specific PDN connection with a base station and a wireless local area network (WLAN); detecting that the access through the WLAN is unusable; and transmitting, to a mobility management entity (MME), a control message for moving traffic through the WLAN, through the base station. According to one embodiment of the present specification, a traffic transmission path of the terminal capable of accessing both a 3GPP network and a non-3GPP network can be controlled in the network and the traffic transmission path can be determined according the states of the network and the terminal, thereby effectively utilizing limited communication resources.

Abstract: A method for selecting an access network in a terminal of a mobile communication system according to one embodiment of the present specification comprises the steps of: if traffic is generated in the terminal, selecting an access network according to the characteristics of the generated traffic and network selection policy information; and transmitting and receiving the generated traffic via the selected access network. According to the embodiment, the present invention adjusts priorities of accesses given to users and applications in a wireless communication system including heterogenerous networks, thereby reducing processes for reselecting an access network of a user terminal, and reducing the cases of unnecessarily accessing a network having a low priority or requiring high costs for a long time. Therefore, the present invention can enhance user convenience and improve communication efficiency.

Abstract: The present invention relates to a method and an apparatus for transmitting data to user equipment through not only a current base station cell but also a neighboring base station cell via inter-eNB CA in a wireless communication system. A method for transmitting data though carrier aggregation in the wireless communication system, according to the present invention, comprises the steps of: a first base station transreceiving data with a terminal through at least two PDN connections; the first base station transmitting a carrier aggregation request message to a second base station for aggregating carriers, when the first base station determines to carry out inter-eNB carrier aggregation; the first base station receiving a carrier aggregation reply message from the second base station in response to the carrier aggregation request message; the first base station performing an RRC reconfiguration process with the terminal to notify to the terminal of the determination to perform the inter-eNB carrier aggregation; and the first base station transmitting a path change request message to a mobile management entity to correct a data transreceiving path, so that data on at least one PDN connection from among the PDN connections is transreceived through the second base station.

Abstract: A method and apparatus for controlling inter-PLMN handover based on CSG lists of equivalent PLMNs is provided. A method for receiving subscriber information of a terminal at a Mobility Management Entity (MME) includes transmitting an update location request message for the terminal to a Home Subscriber Server (HSS), and receiving an update location acknowledgement message with the subscriber information of the terminal from the HSS, wherein the update location request message comprises a list of equivalent Public Land Mobile Networks (PLMNs) among which the MME supports inter-PLMN handover of the terminal. The method and apparatus for controlling inter-plan handover to a CSG cell according to the present invention is characterized in that a control apparatus of a core network acquires the allowed CSG lists for determining a User Equipments (UEs) capability of access to a CSG cell and determines whether to permit inter-PLMN handover based on the allowed CSG lists.
