A method and apparatus using Virtual Circuit Switching (VCS) in a new scheme are provided for allocating and employing resources by combining Circuit Switching (CS) and Packet Switching (PS), in which a base station allocates resources of a dedicated channel using the CS to a user and then transmits data on the dedicated channel. When data is not transmitted to the user, the base station allocates the allocated dedicated channel resources for resources of a shared channel and transmits data of a different user. Therefore, system capacity can be increased and a waste of communication resources can be minimized in a wireless communication system for frequently transmitting a small amount of traffic that is sensitive to a delay time.

The power setting method and apparatus includes receiving scheduling information from a base station; comparing a data rate of desired transmission data with a data rate of the scheduled data; if the data rate of desired transmission data is less than the data rate of the scheduled data, adjusting a currently set transmission power offset value according to the data rate of desired transmission data and the data rate of the scheduled data; and setting transmission power of the data to be transmitted to the base station using the adjusted transmission power offset value, and transmitting the data using the set transmission power value.

An apparatus and method for transmitting/receiving control information using a pilot pattern inserted in a plot field of a dedicated physical channel in a mobile communication system including a transmitter for transmitting data and a receiver for receiving the data. The apparatus and method include selecting control information according to whether the data is received; and selecting a pilot pattern according to the control information, and inserting the selected pilot pattern in a pilot field of a dedicated physical channel as the control information, before transmission. The pilot pattern includes a first pilot pattern used when the control information is not transmitted, a second pilot pattern being orthogonal with the first pilot pattern, and a third pilot pattern generated by inverting a sign of the second pilot pattern.

A method is provided for allocating and identifying frequency resources to a terminal in a Frequency Division Multiple Access (FDMA) system. The method includes receiving from a base station a scheduling message including frequency resource information; and calculating the allocated frequency resource based on relative information if the scheduling message is a Relative Grant (RG) message including the relative information generated on a basis of a currently used channel. The relative information includes one of an identifier of a terminal, or an identifier of a channel in use by the terminal as a terminal ID, state information indicating number of channel that stands for increase or decrease amount of frequency resources on a basis of the currently used channel, and, direction information indicating a direction of the state information.

A method and apparatus for efficient open loop power control in a packet data mobile communication system using Frequency Division Multiple Access (FDMA) is disclosed. When a target Signal-to-Interference Ratio (SIR) required for the determination of transmission power using open loop power control is set, influence upon neighboring cells is considered. In other words, when a Mobile Station (MS) is located at a cell boundary and thus induces large interference with its neighboring cells, the target SIR is set low. In the other case, the target SIR is set high. Therefore, by adjusting transmission power according to the position of an MS and a relationship between the MS and the neighboring cells, support for high data rate can be provided to an MS that is located near a Base Station (BS) and interference induced by an MS that is located around a cell boundary can be minimized. In this way, the entire system capacity can also be improved.
