    Abstract: A communication method includes: a first device determines first control information, where the first control information carries first information, and the first information is used to indicate emergency information; and the first control information is format-3 control information, format-3A control information, format-6-0A control information, format-6-0B control information, format-6-1A control information, or format-6-1B control information; the first device sends the first control information to a second device; and the first device sends the emergency information to the second device.     Abstract: According to embodiments, a method includes: receiving first indication information, where the first indication information indicates a TBS threshold; receiving second indication information from a network device, where the second indication information indicates a quantity N of candidate TBSs; obtaining a first TBS set, where a quantity of elements in the first TBS set is equal to the quantity N of the candidate TBSs, and a largest TBS in the first TBS set is less than or equal to the TBS threshold indicated by the first indication information; selecting, from the first TBS set, a target TBS to be used for transmission of first data, where the target TBS is a smallest TBS, in the first TBS set, greater than or equal to a TBS required by the first data; and sending the first data to the network device based on the target TBS.

    Abstract: This application discloses a physical uplink control channel sending method, a receiving method, and a communication apparatus. The method includes: A terminal device determines a first transmission manner from a plurality of transmission manners including a first non-frequency hopping transmission manner, and sends a PUCCH to a network device in the first transmission manner. The first non-frequency hopping transmission manner is: sending the PUCCH without frequency hopping in a time unit. UCI on the PUCCH includes a first part and a second part, the first part is sent by using an orthogonal sequence whose length is L1, and the second part is sent by using an orthogonal sequence whose length is L2. The UCI is divided into two parts, and is sent without frequency hopping by using orthogonal sequences with a same length or different lengths.

The resource configuration parameter of the first narrowband includes at least one of a starting resource of the first narrowband, a quantity of resources included in the first narrowband, or a location of the first narrowband in the first bandwidth.
