Abstract: Certain aspects of the present disclosure provide techniques for controlling access and use of network resources and services by user equipment based on user equipment capabilities. In one aspect, a method for wireless communication by a network entity, includes: receiving, from a user equipment, a request to connect to a network, the request comprising a user equipment identifier and a reduced capability indication; determining a validity of the reduced capability indication based on at least one of: subscription data associated with the user equipment; or one or more capabilities associated with the user equipment; and making a connection decision based on the validity of the reduced capability indication.

In some aspects, a user equipment (UE) may transmit UE assistance information including UE capability report and measurement report to a base station, and the base station may determine a physical downlink control channel (PDCCH) monitoring configuration for reduced-capability UEs based at least in part on the UE assistance information. The UE may determine whether a group common PDCCH (GC-PDCCH) communication indicates that the zone identifier is activated for an associated monitoring period. The UE may selectively perform one or more PDCCH blind decodes in one or more search space sets associated with the zone identifier during the monitoring period based at least in part on determining whether the GC-PDCCH communication indicates that the zone identifier is activated for the monitoring period. Abstract: Wireless communications systems and methods are provided for validating a physical uplink shared channel (PUSCH) occasion defined for 2-step random access channel (RACH) in case of collisions. For example, the user equipment (UE) may determine whether a collision occurs between the PUSCH occasion for the 2-step RACH and any RACH occasion assigned for either 2-step RACH or 4-step RACH after receiving the RACH configuration or updates from the network. The UE may then exclude the PUSCH occasion from the resource pool for 2-step RACH when a collision occurs.

Abstract: Certain aspects of the present disclosure provide techniques and apparatus for low density parity check (LDPC) interleaving with improved error floor performance. A method for wireless communications that may be provided by a transmitting device is provided. The method generally includes encoding one or more information bits using a LDPC code to produce a coded bit sequence comprising systematic bits and parity bits. The transmitting device stores the coded bit sequence in a circular buffer. The transmitting device performs rate matching on the coded bit sequence. The rate matching includes interleaving the parity bits with a partial interleaver and interleaving the systematic bits and interleaved parity bits with a systematic bit priority mapping (SBPM) interleaver. The transmitting device maps the SBPM interleaved bit sequence to constellation points according to a modulation scheme and transmits the modulated bit sequence.

Abstract: The present disclosure relates to methods and devices for communicating based on improved signaling. A base station can transmit an indication of resources in time and frequency to a UE allocated for NOMA communication with the UE. The indication of resources can comprise a set of NA-RUs. The UE can then transmit uplink NOMA communication to the base station based on the indication of resources received from the base station. Also, the base station can transmit a compact UL resource grant via DCI, or signal the semi-static transport format configuration via RRC, to the UEs allocated for NOMA communication. The DCI or the payload of RRC signaling can be scrambled with a NOMA group RNTI, as well as comprise NOMA transmission parameters indicated by a MCS table. The UE can then transmit uplink NOMA communication to the base station based on the DCI or the RRC signaling.
