Abstract: When the amount of downlink (DL) data for a user equipment (UE), buffered by a network, exceeds a predetermined reference value, the network establishes a user plane connection with the UE by changing a connection mode with the UE. Even when a control plane connection that can be used for user data transmission exists and access to the UE is possible, the network does not transmit the DL data to the UE on the control plane connection, but transfers the DL data to the UE after the user plane connection is established.

The first network slice can be selected by the base station on the basis of the information on the type.

The PDU session establishment request may be rejected, if it is determined based the identifier of the SMF node that the SMF node and the AMF node do not belong to the same PLMN or the SMF node does not belong to the HPLMN.
