A method and apparatus for performing access control for wireless local area network (WLAN) interworking in a wireless communication system is provided. A user equipment (UE) receives access class barring information for a traffic steered from a WLAN to 3rd generation partnership project (3GPP) long-term evolution (LTE) from a network, and performs access barring check for the traffic steered from the WLAN to the 3GPP LTE using the received access class barring information. If a cell is not barred according to the access barring check, the UE transmits a radio resource control (RRC) connection request message to the network.

A method and apparatus for performing traffic steering in a wireless communication system is provided. A user equipment (UE) may be configured with a primary cell (PCell) and at least one secondary cell (SCell) by carrier aggregation. Or, the UE may be configured with a PCell of a master evolved NodeB (MeNB) and a primary SCell (PSCell) of a secondary eNB (SeNB) by dual connectivity. For one embodiment, the UE receives radio access network (RAN) assistance information on the PCell, and evaluates conditions for traffic steering only on the PCell based on the received RAN assistance information. For another embodiment, the UE receives RAN assistance information for each of a plurality of serving cells, and performs traffic steering between one serving cell, among the plurality of serving cells, and a wireless local area network (WLAN).

The method is characterized by: receiving RAN auxiliary information related to steering traffic between a first network and a second network; receiving target information used for determining a target to which the RAN auxiliary information can be applied; and determining whether to apply the RAN auxiliary information based on the target information.

A method and apparatus for handling radio access network (RAN) assistance information in a wireless communication system is provided. A user equipment (UE) receives RAN assistance information via dedicated signaling, RECEIVE RAN ASSISTANCE and starts a timer. Upon performing cell change, the UE determines whether to stop the timer. The cell change may be one of inter- or intra-radio access technology (RAT) cell change. If the UE determines not to stop the timer, the UE applies the received RAN assistance information while the timer is running. That is, the UE may consider that the received RAN assistance information is valid for RAN-assisted interworking while the timer is running.

A paging transmission method and an apparatus for the same in a wireless communication system are provided. Specifically, a method for transmitting paging by a mobility management entity (MME) in a wireless communication system is provided. The method may include receiving a downlink data notification message from a serving gateway (S-GW) and in case of receiving the downlink data notification message from the S-GW, transmitting a paging message including paging count and a coverage enhancement (CE) level value to a eNodeB (eNB), wherein the CE level value is a CE level received from a eNB to which a user equipment (UE) is lastly connected.
