A method and system for ensuring continuous service reception at a UE for each access class by carrying out cell selection/reselection taking into account the congestion status of a target cell in a mobile communication system. The method and system takes into account the congestion status of a target cell, and the UE selects/reselects the target cell of which the access class barred list indicates the access class of the UE as not barred. For cell selection/reselection, the UE can refer to the access class barred list of the target cell all the time, or only when it is necessary to access the network for a specific service indicated by an upper layer.

Disclosed is an apparatus and method for transmitting information for distinguishing between a packet data service in all of a plurality of frequency bands and a packet data service of a specific frequency band from a Radio Network Controller (RNC) to a User Equipment (UE) in a mobile communication system providing a plurality of packet data services through a plurality of frequency bands, the method including the steps of starting a packet data service which the UE has joined, and transmitting indicator information to said all frequency bands, the indicator information indicating if the packet data service can be provided in said all frequency bands.

A notification method for informing a UE of an existence or absence of control information for an MBMS in a mobile communication system supporting the MBMS. In the method, the UE receives a notification indicator channel independently reporting the existence of the control information for the MBMS, confirms at least one notification indicator of the notification indicator channel, thereby confirming the existence of the control information relating to the requested MBMS. Further, a method is proposed, which can minimize an alarm due to other MBMSs.

Disclosed is a power setup method for minimizing a delay time caused by an HARQ of an E-DCH when an MAC-e PDU comprising scheduling information required for using a Node B controlled scheduling is transmitted in environments supporting a packet data service through the E-DCH in an asynchronous code division multiple access (CDMA) communication system. A user equipment (UE) generates packet data for transmitting through the E-DCH, determines if signaling information is included in Quality of Service (QoS) of the packet data and the packet data, sets a power gain preset according to each QoS of the packet data, applies a determined offset value to the set power gain when the signaling information is included in the packet data, and transmits the packet data through the E-DCH according to the power gain to which the offset value has been applied.

Disclosed is a method for measuring a propagation delay value of a frame transmitted by a UE (User Equipment) to a Node B in a TDD (Time Division Duplexing) mobile communication system. The UE acquires synchronization with the Node B based on a downlink pilot channel signal transmitted in a period of a downlink pilot time slot, and determines an estimated round trip delay value T1 by comparing transmission power of a physical common channel signal in a first time slot with reception power of the same signal. The UE receives a transmission point correcting value T2 through a forward physical access channel (FPACH) signal transmitted from the Node B in a period of one downlink time slot among the time slots, and transmits a physical random access channel (PRACH) message with the estimated round trip delay value T1 at a transmission point determined based on T2 and T1.

Disclosed is a method for resuming header decompression by receiving multimedia broadcast/multicast service (MBMS) packet data having compressed headers in a mobile communication system providing the MBMS. The method includes the steps of detecting a moving of user equipment (UE) receiving the MBMS into a new cell from an old cell, copying and storing old header decompression context information used in the old cell, initializing a dynamic part to decompress headers of packet data for the MBMS and waiting for an IR-DYN packet until the IR-DYN packet has been received in the UE, in order to update the old header decompression information, creating a new header decompression context through updating the old header decompression information by using the IR-DYN packet when the IR-DYN packet has been received in the UE, and decompressing the headers of the packet data for the MBMS transmitted from the new cell by using the new header decompression context.

The present invention relates to a system for gating a dedicated physical control channel in a mobile communication system. A UTRAN (UMTS Terrestrial Radio Access Network) transmits a gating start command or a gating end command to a UE (User Equipment) through a specific transport format combination indicator symbol according to whether there exists data transmitted over a downlink physical shared channel and a dedicated physical data channel, thereby to start or end gating the dedicated physical control channel.

An apparatus and a method for allocating identifiers (IDs) which differentiate data to be transmitted in a mobile communication system supporting the transmission of packet data. The method is used for allocating identifiers to packet data by a radio network controller (RNC) so as to differentiate packet data in a mobile communication system which includes the RNC and a user equipment (UE), wherein the RNC transmits the packet data to a certain cell through at least two common channels including at least two transport channels and the UE receives the packet data through the transport channel. The method includes the steps of: determining a transport channel for transmitting received packet data; and allocating dedicated identifiers for differentiating the pack data according to the determined transport channels.

A method of informing a selected CN operator from a UE to a RAN in an NS system where a plurality of CN operators shares the RAN is provided. Upon request of transmission of an IDT, the UE acquires a CN operator ID selected from a multi-ID list broadcasted from a cell in which an RRC connection has been established, and transmits an IDT message with the selected CN operator ID to the RAN. Upon receipt of the IDT message, the RAN determines whether the IDT message includes a selected CN operator ID. In the presence of the selected CN operator ID, the RAN stores the selected CN operator ID in a UE context. In the absence of the selected CN operator ID, the RAN reads a stored selected CN operator ID from the UE context. The RAN then selects a CN operator using the selected CN operator ID.

A method and apparatus for transmitting/receiving encryption information in a mobile broadcast system providing broadcast service (BCAST) are disclosed. In the mobile broadcast system, a broadcast (BCAST) Service Distribution/Adaptation (BSD/A) unit comprises a transmitter for transmitting a Registration Key Material (RKM) request message for requesting delivery of an RKM for registration of the BCAST service of a terminal to a BCAST Subscription Management (BSM) unit managing subscriber information of the terminal, and a receiver for receiving an RKM request response message from the BSM unit. The RKM request message includes an identifier (ID) of the BCAST service, and the RKM request response message includes the ID of the BCAST service and the RKM. The transmitter transmits a Long-Term Key Message (LTKM) request message for requesting delivery of an LTKM provided to the terminal during subscription of the BCAST service to the BSM unit.
