    Abstract: A video coding mechanism is disclosed. The mechanism includes encoding a bitstream comprising one or more layers. A scalable nesting supplemental enhancement information (SEI) message is encoded into the bitstream in a current SEI network abstraction layer (NAL) unit. The scalable nesting SEI message contains one or more scalable-nested SEI messages and one or more scalable nesting layer identifiers (Ids) that specify layer Id values of the layers to which the scalable-nested SEI messages apply except a layer Id value of the current SEI NAL unit. A set of bitstream conformance tests are performed on the layers based on the scalable-nested SEI messages. The bitstream is stored for communication toward a decoder.

A non-VCL NAL unit is encoded into the bitstream such that a temporal identifier (TemporalId) for the non-VCL NAL unit is constrained to be equal to a TemporalId of an access unit (AU) containing the non-VCL NAL unit when a NAL unit type (nal_unit_type) of the non-VCL NAL indicates a supplemental enhancement information (SEI) message. A set of bitstream conformance tests is performed on the bitstream based on the SEI message. The bitstream is stored for communication toward a decoder.

    Abstract: A video coding mechanism is disclosed. The mechanism includes receiving a bitstream comprising a plurality of sub-pictures associated with a picture and a flag. The sub-pictures are contained in a plurality of video coding layer (VCL) network abstraction layer (NAL) units. A NAL unit type value is the same for all VCL NAL units associated with the picture when the flag is set to a first value. When the flag is set to a second value, a first NAL unit type value for VCL NAL units containing one or more of the sub-pictures of the picture is different than a second NAL unit type value for VCL NAL units containing one or more of the sub-pictures of the picture. The sub-pictures are decoded based on the NAL unit type values. The sub-pictures are forwarded for display as part of a decoded video sequence.

    Abstract: A method of decoding a coded video bitstream implemented by a video decoder. The coded video bitstream includes a plurality of reference picture list structures each containing a plurality of reference picture entries. The method includes parsing a flag that specifies a sign value of an absolute value of a delta picture order count (POC) associated with a short-term reference picture entry from the plurality of reference picture entries; parsing the absolute value of the delta POC associated with the short-term reference picture entry; generating a reference picture list based on the sign value of the absolute value of the delta POC and the absolute value of the delta POC; and performing inter-prediction based on the reference picture list to generate a reconstructed block.
