The method comprises obtaining delay-tolerance information with respect to user equipment, and operating based on the delay-tolerance information. The delay-tolerance information indicates whether the user equipment is a delay-tolerant user equipment (UE), which allows a service delay. Provided is a delay-tolerance information-based operating method of user equipment in a wireless communication system. The method comprises generating delay-tolerance information and transmitting delay-tolerance information to a network. The delay-tolerance information indicates whether the user equipment is a delay-tolerant user equipment (UE), which allows a service delay. The network is operated based on the delay-tolerance information.

Provided is a cell reselection method performed by a terminal in a wireless communication system. The method comprises acquiring information indicating that the lowest priority is to be applied to a specific frequency, applying the lowest priority to the specific frequency and operating a cell reselection, applying the highest priority to the specific frequency upon sensing a specific type cell during the operation, and performing a cell reselection based on the applied lowest priority or highest priority.

The method comprises acquiring a measurement result, activating or inactivating positioning for acquiring location information, and transmitting a measurement report message via a network. Provided is a method for measuring and reporting a channel state information-reference signal (CSI-RS) in a wireless communication system. The method comprises: transmitting a first measurement report message, which includes at least one first CSI-RS measurement report; determining whether to report at least one second CSI-RS measurement result; and transmitting a second measurement report message, which includes the at least one second CSI-RS measurement result, when the determination is made to report the second CSI-RS measurement result. The determination of whether to report is based on a first CSI-RS trigger list, which is a list of one or more first CSI-RS resources that are related to the at least one first CSI-RS measurement result, and a second CSI-RS trigger list, which is a list of one or more second CSI-RS resources that are related to the at least one second CSI-RS measurement result.

Provided is a method for measurement reporting by user equipment (UE) in a wireless communication system. The method comprises: evaluating a first measurement result and deciding whether a first reporting condition has been satisfied; evaluating a second measurement result and deciding whether a second reporting condition has been satisfied; and transmitting a measurement reporting message to a network, if the first measurement result satisfies the first reporting condition. If the second measurement result satisfies the second reporting condition within a specific time interval from the time of satisfying the first reporting condition, then the measurement reporting message includes the first measurement result and the second measurement result.

There is provided a method for transferring a status report in a wireless communication system, the method comprising: configuring a Packet Data Convergence Protocol (PDCP) status report used by a PDCP layer located above a Radio Link Control (RLC) layer, the PDCP status report including an indicator indicating a count value of a first non-received service data unit (SDU); and transferring the configured PDCP status report to a lower layer. The indicator may be first missing sequence number count (FMS COUNT) value which contains the count value of the first non-received PDCP SDU.

A signaling controlling method that is performed by user equipment in a wireless communication system is provided. The method includes: receiving an operation control message from a serving cell, wherein the operation control message includes control information for controlling a user equipment-originated indication; determining based on the control information whether to report the user equipment-originated indication; and generating and transmitting the user equipment-originated indication to the serving cell if it is determined that the user equipment-originated indication is to be reported.
