Abstract: Methods, systems, and devices for wireless communication are described. Generally, the described techniques provide for efficiently scheduling semi-persistent scheduling (SPS) downlink transmissions and dynamic downlink transmissions to maximize throughput in a wireless communications system. In one example, a user equipment (UE) may receive downlink data in a dynamic downlink transmission and receive the same downlink data or no data in an SPS downlink transmission when the dynamic downlink transmission is scheduled to occur after the SPS downlink transmission and before an uplink feedback transmission for the SPS downlink transmission. In another example, a UE may receive downlink data in a dynamic downlink transmission and receive the same downlink data or no downlink data in an SPS downlink transmission when the SPS downlink transmission is scheduled to occur after the dynamic downlink transmission and before an uplink feedback transmission for the dynamic downlink transmission.

Abstract: Methods, systems, and devices for wireless communications provide for identification of multiple antenna panels at a user equipment (UE), and determination of panel-specific capabilities for the multiple antenna panels. A UE may determine whether simultaneous communications using two or more antenna panels is supported. The UE may determine that simultaneous communications using two or more antenna panels is supported based on a predetermined rule that indicates such simultaneous communications are supported or unsupported. Whether simultaneous communications on multiple panels is supported may be dependent upon a capability of the UE. The UE may transmit panel-specific capabilities to the base station, that may be used by the base station for subsequent communications between the UE and the base station.

Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) may identify, based at least in part on monitoring a set of channels for signals during a monitoring window, a subset of channels in which signals were detected during the monitoring window. The UE may select, based at least in part on the subset of channels, a format for a first sub-codebook and a second sub-codebook, the second sub-codebook indicating a feedback state for corresponding data transmissions received on the channels within the subset of channels. The UE may transmit the first uplink control message using a first sub-codebook, the first uplink control message identifying the format for the second sub-codebook and identifying the channels within the subset of channels. The UE may transmit a second uplink control message using the second sub-codebook according to the selected format.

In one example, transmission configuration indication (TCI) states may correspond to active beams available for downlink reception that are identified based on configured quasi co-location (QCL) relationships and active QCL assumptions (i.e., the TCI states may include configured QCL relationships and QCL assumptions). Because the TCI states may include configured QCL relationships and active QCL assumptions, the number of active beams available for communications between a UE and a base station may be limited by the number of active TCI states (e.g., where the number of active TCI states may be determined based on a UE capability).

Abstract: Certain aspects of the present disclosure provide techniques for managing beam failure recovery operations. A method that may be performed by a user equipment (UE) generally includes selecting a priority associated with an uplink (UL) control channel for indicating a beam failure recovery request (BFRQ), detecting that the UL control channel is scheduled for transmission using first resources at least partially overlapped with second resources scheduled for transmission of another UL signal, determining, in response to the detection, whether to transmit the UL control channel based on the priority associated with the UL control channel, and transmitting or dropping the UL control channel in accordance with the determination.

In some examples, the first signal is associated with one or more first communication metrics and the second signal is associated with one or more second communication metrics, wherein each of the one or more first communication metrics and the one or more second communication metrics comprise one or more quality of service (QoS) metrics.

A first base station may transmit a request for a user equipment (UE) to provide a physical layer report for a second base station. The second base station may be a base station of a dual connectivity configuration, a deactivated base station of the carrier aggregation configuration, or a non-serving base station of the UE. The UE may measure transmissions of the second base station and generate, at the physical layer of the UE, a physical layer report based on the measurements. The UE may transmit the physical layer report to the first base station.
