    Abstract: A H.263/MPEG video encoder using an average histogram difference, and a method for controlling the same are disclosed. The H.263/MPEG video encoder generates a reference image frame for encoding a subsequent input image frame N based on a current input image frame N−1 which is performed by a DCT (Discrete Cosine Transform) and quantization operations for outputting a video stream and a quantized signal. Here, the quantized signal is decoded by an inverse quantization and inverse discrete cosine transform (IDCT) operations. Also, the encoder comprises a mode selection unit for selecting a first mode in which motion estimation/compensation operations are not performed, if the subsequent image frame N is relatively heavily changed from the reference image frame, after the subsequent image frame N is compared with the reference image frame to remove a temporal redundancy therefrom.
