Abstract: Techniques discussed herein can facilitate beam failure recovery (BFR) for a Secondary Cell (SCell) or Primary SCell (PSCell). One example embodiment comprises an apparatus configured to be employed in a User Equipment (UE), comprising: one or more processors configured to: generate a Physical Random Access Channel (PRACH) associated with a beam failure recovery request (BFRQ); generate a Physical Uplink Shared Channel (PUSCH) message associated with the BFRQ, wherein the PUSCH message comprises at least one Medium Access Control (MAC) Control Element (CE) that comprises one or more of an index associated with a cell for which beam failure was detected or an index associated with a new beam; and process a Physical Downlink Shared Channel (PDSCH) as a random access response (RAR) associated with the PRACH and the PUSCH message.

Abstract: Embodiments of a next generation Node-B (gNB), User Equipment (UE) and methods for communication are generally described herein. A gNB may be configurable to operate as a master gNB (MgNB). The MgNB may transmit radio-resource control (RRC) signaling to provide information for dual connectivity to allow the UE to utilize radio resources of both a master cell group (MCG) associated with the MgNB and a secondary cell group (SCG) associated with a secondary gNB (SgNB). The MgNB may transmit, to the SgNB, an SgNB release request message that indicates a partial suspension of the dual connectivity, wherein: a first portion of a configuration for the SCG is to be maintained and a second portion of the configuration for the SCG is to be released.

Abstract: Apparatuses, systems, and methods for a handling uplink listen before talk (LBT) procedure failures in unlicensed bands of 5G NR. A wireless device may count a number of failed transmissions due to LBT procedure failures, e.g., that may occur in one or more transmit/receive occasions. The wireless device may determine that the count has met a threshold, e.g., that a number of failed transmissions has reached the threshold. The wireless device may initiate a recovery procedure based on determining that the count has met the threshold.

Abstract: A Next Generation Node-B (gNB) and methods of communication are generally described herein. The gNB is configurable to operate as a source gNB. The gNB is configured with logical nodes including a gNB central unit (gNB-CU) and a gNB distributed unit (gNB-DU). The gNB-CU comprises a gNB-CU control plane (gNB-CU-CP) for control-plane functionality, and a gNB-CU user plane (gNB-CU-UP) for user-plane functionality. When a handover of a User Equipment (UE) from the source gNB to a target gNB is performed, the gNB transfers, from the gNB-DU to the gNB-CU-UP, a downlink data delivery status (DDDS) message to indicate that the gNB-CU-UP is to stop transfer, to the gNB-DU, of downlink data intended for the UE.

Abstract: User equipment (UE) includes processing circuitry. To configure the UE for early data transmission (EDT), the processing circuitry is to encode a physical random access channel (PRACH) preamble for transmission to a base station as a PRACH procedure Message 1 (MSG1), the PRACH preamble including a request for EDT. A random-access response (RAR) message is decoded, the RAR message received from the base station as a PRACH procedure Message 2 (MSG2) and including an uplink (UL) grant for the EDT with a transmission block size (TBS) indicator. A TBS is selected from a plurality of available TBSs corresponding to the TBS indicator. UL data is encoded for the EDT to the base station as a PRACH procedure Message 3 (MSG3) using the UL grant and the selected TBS.

Abstract: Systems and methods of a security framework for an RRC connection are described. The UE receives a release message that comprises a current Next Hop Chaining Counter (NCC). The UE derives a new KeNB* using the current NCC and transmits an EDT RA preamble to same or a different base station. After receiving an RAR with an uplink allocation, the UE transmits a RRCConnectionResumeRequest message. The UE transmits uplink data encrypted using KeNB* if the uplink allocation includes a data allocation sufficient for the data, fall backs to a legacy RRC connection procedure in which the stored KeNB* is discarded and then KeNB* is re-derived if the data allocation is insufficient for the data due to a CE level change, and fall backs to a legacy RRC connection procedure in which the stored KeNB* is used instead of discarding KeNB* if the uplink allocation excludes the data allocation.

Abstract: A method and device are disclosed for performing collision resolution in a two-step random access channel (RACH) process. In such a process, an MsgA PUSCH signal and a grant based PUSCH signal may collide. When such a collision is detected, either the MsgA PUSCH signal or the grant based PUSCh signal are dropped. The other of the two signals is then transmitted. The determination regarding which signal to drop can be based on a set of rules stored in memory.

Abstract: An apparatus of user equipment (UE) includes processing circuitry coup led to a memory, where to configure the UE for radio link monitoring (RLM) in a New Radio-Unlicensed (NR-U) network, the processing circuitry is to decode radio resource control (RRC) signaling from a base station. The RRC signaling includes configuration information to configure transmission occasions for a plurality of RLM reference signals (RLM-RSs). A primary synchronization signal (PSS) or a secondary synchronization signal (SSS) detection is performed to determine a number of RLM-RSs of the plurality of RLM-RSs that are successfully transmitted during the transmission occasions. Signal measurements are performed on the RLM-RSs that are successfully transmitted within an evaluation duration to determine a block error rate (BLER). The signal measurements are performed when the number is higher than a threshold number. An in-sync (IS) indicator or an out-of-sync (OOS) indicator are generated based on the signal measurements.
