A method for network handover includes sending a first message that includes first information to a second network, where the first information is used to indicate that a user equipment needs to be handed over from a first network to the second network, so that a target gateway device allocates, to the user equipment according to at least the first information sent by the second network, a second Internet Protocol (IP) address that is the same as a first IP address and used when a second packet data network (PDN) connection is established by using the second network and the target gateway device, where the first IP address is an IP address used when the user equipment establishes a first PDN connection by using the first network and the target gateway device. Therefore, service continuity is ensured after a network handover.

A method includes, when a UE enters a first core network device and performs a location update, determining, by the first core network device and at least according to that a timer does not time out, that context information of the UE is available, and sending, by the first core network device, to a second core network device, a location update request that includes information that the context information of the UE is available. The method further includes executing, by the first core network device, the location update at least according to saved context information of the UE. The timer is sent to the first core network device by the second core network device before the UE enters the first core network device and when the UE leaves the first core network device and performs the location update. Alternatively, the timer is saved in the first core network device in advance.

Embodiments of the present invention provide a method and a device for establishing a packet data network PDN connection. A method includes: receiving, by a trusted wireless local area network access network TWAN device, a trigger message from a user equipment; obtaining, by the TWAN device, an access point name APN from the user equipment; sending, by the TWAN device, a create session request message carrying the APN to a PDN gateway; receiving, by the TWAN device, a create session response message carrying an IP address from the PDN gateway; and sending, by the TWAN device, the IP address to the user equipment. In this way, an additional PDN connection or a non-default PDN connection is established for a user equipment to extend a network access range of the user equipment.

In the solutions of a data flow control, a first gateway receives a first message sent by a user equipment (UE) through a first access network, where the first message carries first Internet Protocol (IP) flow identification information; the first gateway sends a second message to a packet data network gateway, and receives a third message sent by the packet data network gateway, where the third message carries third IP flow identification information, and the third IP flow identification information is used to identify an IP flow that is allowed by a network to be transmitted by the UE through the first access network and/or an IP flow that is allowed by a network to be transmitted by the UE through a second access network; and the first gateway sends a fourth message to the UE.
