    Abstract: An image processing method and apparatus, where the method includes determining a maximum value in nonlinear primary color values of all components of each pixel of a first to-be-processed image, determining dynamic parameters of a first transfer function, converting the maximum value of each pixel into a transfer value based on the first transfer function for which the dynamic parameters are determined, calculating a ratio between the transfer value and the maximum value of each pixel, and adjusting a dynamic range for the nonlinear primary color values of all the components of each pixel based on the ratio to obtain nonlinear primary color values of all components of each corresponding pixel of a first target image.

    Abstract: When a UE that has joined a first multicast/broadcast service and is in a radio resource control inactive state determines that an access network device changes to a first access network device, or when a terminal device determines that a cell changes to a cell of the first access network device, the terminal device may send at least one of a first message, a second message, a third message, a ninth message, or a tenth message to the first access network device. Correspondingly, the first access network device may learn, based on at least one of the first message, the second message, the third message, the ninth message, or the tenth message, that the terminal device moves to a coverage area of the first access network device to receive the first multicast/broadcast service.

    Abstract: This application relates to the communications field, and discloses a communication method and a communications apparatus, so that a terminal device can register with a network through another network. The communication method is performed by a first access and mobility management function network element, including: receiving a first message from a terminal device, where the first message includes first identification information of the terminal device, and the first access and mobility management function network element is located in a first network; obtaining second identification information of the terminal device based on the first identification information; and sending a second message to a second access and mobility management function network element located in the second network, where the second message is used to request to register the terminal device with a second network, the second message includes the second identification information.

    Abstract: Embodiments of the present disclosure disclose a session activation method, device, and system, and relate to the field of the communications technologies, to resolve an existing problem of relatively high signaling overheads during PDU session activation. The method includes: receiving, by a control plane node, indication information from an AMF node, where the indication information is used to indicate that the AMF node receives a service request message sent by a terminal device; and sending, by the control plane node, an identifier of a to-be-activated PDU session of the terminal device to an SMF node or the AMF node based on the indication information. The embodiments of the present disclosure are used in a PDU session activation process.

    Abstract: This application relates to the field of picture compression technologies, and in particular, to a picture encoding method and apparatus and a picture decoding method and apparatus. The picture decoding method includes: obtaining a side information bitstream of a to-be-decoded picture (1301); and obtaining a picture side information feature based on the side information bitstream (1302), and obtaining a preview picture based on the picture side information feature (1303). The picture side information feature is a second picture feature set obtained by performing, based on a hyperprior encoding neural network, feature extraction on a first picture feature set corresponding to the to-be-decoded picture. Based on the foregoing decoding solution, a decoder side may quickly obtain the preview picture based on the side information bitstream.
