    Abstract: This application provides a method for reporting a terminal device capability and a communications apparatus. The method includes: The terminal device generates first indication information and sends the first indication information to a network device. The first indication information is used to indicate one or more frequency domain parameters and one or more of the following capability parameters associated with each frequency domain parameter: a port quantity, a spatial domain parameter, a reference signal resource quantity, and a total port quantity. The frequency domain parameter is used to indicate a maximum quantity of frequency domain units that can be supported by the terminal device. The frequency domain unit is a frequency domain unit based on which the terminal device feeds back a PMI. Each capability parameter group may be used to indicate one combination of a plurality of parameters that can be supported by the terminal device.

The method includes: An access device receives a to-be-scheduled packet, and obtains an actual packet length of the to-be-scheduled packet; the access device determines a first compensation value and a second compensation value based on the to-be-scheduled packet, and determines a first packet length and a second packet length; and the access device schedules the to-be-scheduled packet based on the first packet length and the second packet length. By implementing the method in this application, the access device estimates a packet length of a packet received by each device on a packet forwarding path, and then schedules the packet based on the estimated packet length of the packet received by each device, so that the access device can manage bandwidth of each device on a network more accurately.

When transmission quality of a service flow with a higher priority does not meet a service level requirement corresponding to the service flow, a first network device adjusts, to a first threshold, a transmission rate threshold of an HQoS model for a service flow with a lower priority, where the first threshold is less than a current data transmission rate of the service flow with a lower priority.
