    Abstract: Embodiments of this application provide a communication method and apparatus. The method includes: A terminal device receives a preset inference model from a network device.     Abstract: This application provides a rate matching method and an apparatus. The method includes: A terminal device measures a reference signal delivered by a serving network device; the terminal device reports a measurement result to the serving network device; and if the measurement result indicates that quality of the reference signal is less than or equal to a first threshold, the terminal device performs rate matching on a transmission resource of a serving cell based on a location of a reference signal resource of a neighboring cell.
