    Abstract: A semi-persistent scheduling method includes: determining a semi-persistent scheduling (SPS) configuration parameter, where the SPS configuration parameter includes an SPS period length, symbol information, and an SPS activation command, where the SPS activation command is used to indicate a system frame number and a subframe number of a first time-frequency resource available for sending or receiving SPS data, and the symbol information is used to indicate a location of a symbol that is in a subframe and that is occupied by the first time-frequency resource; determining resource locations of time-frequency resources available for sending or receiving the SPS data based on the SPS period length, the symbol information, and the SPS activation command; and sending, by the network device, the SPS configuration parameter to a terminal device. Resource utilization of semi-persistent scheduling can be improved, and a transmission delay of the SPS data can be reduced.

    Abstract: A method for reporting UE capability information includes: obtaining, by user equipment (UE), UE capability information of the UE; when the size of the UE capability information exceeds the maximum tolerance that can be processed by the PDCP layer of the UE, splitting the UE capability information into at least two pieces of UE capability information, where each piece does not exceed the maximum tolerance that can be processed by the PDCP layer; and reporting at least one piece of the at least two pieces of UE capability information to a network side device. According to this method, the UE capability information is split on a UE side, and reported to the network side device for a plurality of times, so as to avoid an error caused when the UE capability information exceeds the maximum tolerance that can be processed by the PDCP layer, and ensure normal operating of a UE capability information reporting process.

    Abstract: A communication method and a device are described to compress and decompress a data packet including an ethernet header to reduce radio transmission resources of an air interface. The communication method includes determining, by a sending device, a to-be-sent data packet. The to-be-sent data packet is a data packet including an ethernet header. The method further includes determining, by the sending device, a field to be compressed in the header of the to-be-sent data packet; and compressing, by the sending device, the header of the to-be-sent data packet according to a preset method. The method may include: When a core network device and an access network device perform multicast and broadcast service paging on a terminal device, update and/or security processing are/is performed on an identifier used to identify a multicast and broadcast service each time.
