A transparent substrate has a first face adapted to oppose the image carrier and a second face opposing the first face. An organic EL photo emitter is disposed so as to oppose the second face of the substrate. In the photo emitter, a light emitting layer is adapted to emit light irradiating the image carrier to form the electrostatic latent image. An electrode layer is laminated on the light emitting layer. A reflection reducer eliminates stray light generated when the light emitted from the light emitting layer is reflected by at least the electrode layer.
