Abstract: Methods are proposed to define UE behavior for performing synchronization signal block (SSB) based radio link monitoring (RLM) and channel state information reference signal (CSI-RS) based RLM. In a first novel aspect, if CSI-RS based RLM-RS is not QCLed to any CORESET, then UE determines that CSI-RS RLM configuration is error and does not perform RLM accordingly. In a second novel aspect, SSB for RLM and RLM CSI-RS resources are configured with different numerologies. UE perform SSB based RLM and CSI-RS based RLM based on whether the SSB and CSI-RS resources are TDMed configured by the network. In a third novel aspect, when multiple SMTC configurations are configured to UE, UE determines an SMTC period and whether SMTC and RLM-RS are overlapped for the purpose of RLM evaluation period determination.

Abstract: Techniques and examples of determination of receiver (RX) beam for radio link monitoring (RLM) based on available spatial quasi-co-location (QCL) information in New Radio (NR) mobile communications are described. An apparatus receives downlink (DL) signaling from a network. The apparatus determines whether to extend an evaluation period of RLM based on a quasi-co-location (QCL) association provided in at least the DL signaling. The apparatus then executes extension of the evaluation period of the RLM, or not, based on a result of the determining.

Abstract: Methods to support measurements for LTE user equipments are proposed. Due to reduced bandwidth design for cost reduction, resources for UEs are limited to contiguous six physical resource block (PRB) pairs (1.4 MHz). Six or less contiguous PRBs per narrow sub-band located in the whole channel bandwidth is allocated for transmission and reception for UEs. Novel control channel and data channel designs are proposed to make UEs be able to camp on LTE cells. Methods for intra-frequency measurement, for received signal time difference (RSTD) measurement, and for channel quality assessment for UEs are also provided. In one embodiment, UE is allocated with a measurement gap for intra-frequency measurements and RSTD measurements. In another embodiment, UE is configured with a frequency-hopping pattern and receives a PRB pair starting index per subframe for CSI measurement.

Abstract: Narrowband downlink control channel (NB-PDCCH) design for Narrowband Internet of Thing (IoT) devices is proposed. In one novel aspect, NB-PDCCH spans both first and second slots in the region of legacy physical downlink shared channel (PDSCH). A plurality of physical resource blocks (PRBs) is allocated for NB-PDCCH transmission that carry downlink control information (DCI). Furthermore, each NB-IoT device can be configured with nPRB PRB pairs for NB-PDCCH transmission (e.g., nPRB=1, 2, 4, or 8), and an NB-PDCCH transmission time interval (TTI) is composed by nPRB subframes. An NB-PDCCH is encoded and occupies multiple narrowband control channel elements (NCCEs) based on aggregation level. In a preferred embodiment, each PRB pair for NB-PDCCH occupies two NCCEs.
