    Abstract: A communication method and a system for converging a 5th-generation (5G) communication system for supporting higher data rates beyond a 4th-generation (4G) system with a technology for internet of things (IoT) are provided. The present disclosure may be applied to intelligent services based on the 5G communication technology and the IoT-related technology, such as smart home, smart building, smart city, smart car, connected car, etc. The method includes receiving a radio resource control (RRC) message including first information associated with a reference signal for a radio link monitoring (RLM) and second information associated with a threshold for the RLM, monitoring a radio link quality of at least one reference signal indicated by the first information, comparing the radio link quality of the at least one reference signal with the threshold and indicating an in-sync or an out-of-sync to a higher layer of the terminal based on the comparison result.
