The receiver comprises a photodiode and a transimpedance amplifier having at least first and second stages. The first stage comprises a field effect transistor and the second stage comprises a non-saturating, non-inverting amplification stage including a differential pair of bipolar transistors having a feedback path coupling the second stage to the input of the first stage. A clamping structure for the receiver comprises a resistor coupling a cathode of the photodiode to a first voltage input and a clamping diode also coupling the cathode to a second lower voltage input. A capacitor having a capacitance Cs couples the cathode of the photodiode to a reference voltage line, wherein the capacitance Cs is greater than the capacitance of the photodiode CD.

The use of the former technique effectively solves the ambiguity issues inherent in the latter while allowing for relatively simple circuit implementations. An intelligent laser tracking system and method for mobile and fixed position traffic monitoring and enforcement applications. The system disclosed herein can autonomously track multiple target vehicles with a highly accurate laser based speed measurement system or, under manual control via a touch screen, select a particular target vehicle of interest. In a mobile application the police vehicle speed is determined through the OBD II CAN port and updated for accuracy though an onboard GPS subsystem. The system and method of the present invention simultaneously provides both narrow and wide images of a target vehicle for enhanced evidentiary purposes. A novel, low inertia pan/tilt mechanism provides extremely fast and accurate target vehicle tracking and can compensate for geometrical errors and the cosine effect.

Devices capable of capturing still and motion imagery are integrated with an accurate distance and speed measuring apparatus. By measuring the changing distance of the target over that time, a target's speed can be determined. At substantially the same time as the target's speed is determined, imagery of the target is captured in both a still and moving format. Using a queuing mechanism for both distance and imagery data along with time stamps associated with each, a target's image, both in motion and still, can be integrated with its speed. In situations in which a still image is unavailable, a target's speed can be associated with a portion of a continuous stream of motion imagery to a point where a positive identification can be captured with a still image.

In a second embodiment, the Fresnel lens is entirely eliminated. Instead, the diffuser contains elliptical microstructures so that the diffusing cones in orthogonal directions are different, eliminating the need for a Fresnel lens to perform this function. To compensate for the absence of the light collimation provided by the Fresnel lens, a diffuser with spatially varying diffusing angles is used.

A circuit and apparatus for generating a light pulse from an inexpensive light-emitting diode (LED) for an accurate distance measurement and ranging instrument comprises an LED and a firing circuit. An optional pre-biasing circuit provides a reverse-bias signal to the LED to ensure the LED does not begin to emit light before a firing circuit can provide a sufficiently high current pulse of short duration as a forward current through the LED. The LED is driven by the firing circuit with a pulse of high peak power and short duration. The resulting light pulse from the LED can be inexpensively used to derive distance and ranging information for use in a distance measurement and ranging device.

Disclosed is an optical sensor used for remote laser level monitoring in liquid storage vessels. The sensor is mounted directly to a standard tank nipple, located on top of the vessel, by a threaded connecting means and is linked to a laser measurement device via fiber optic cabling. The level in the vessel is measured as a function of the time required for a laser signal to be transmitted from the sensor, reflected off the liquid surface and returned to the receiver lens located in the sensor.
