This organic electroluminescent device is also characterized in that the concentration of the phosphorescent dopant contained in the light-emitting layer A varies in the thickness direction of the light-emitting layer A. The work machine has a controller which makes it possible to work by the operating levers when the travel pedal is not stepped on in the case where the work mode or traveling mode is selected by the changeover switch, and makes it possible to travel by the operating levers only when the travel pedal is stepped on in the case where the traveling mode is selected by the changeover switch.
