    Abstract: This application provides a system message processing method and apparatus. A terminal receives a master information block (MIB), and obtains indication information. The indication information indicates a type of the MIB. In this way, the terminal can process the MIB based on the type of the MIB. In other words, in embodiments of this application, the terminal may decode the MIB based on the type of the MIB. Therefore, the following case is avoided: The MIB is decoded in a fixed manner, and consequently, the MIB cannot be accurately parsed. In this way, communication efficiency is improved.

    Abstract: This application provides a method for scheduling an uplink transmission resource, and a device. The method includes: determining, by a terminal device, a first scheduling request according to pre-obtained first indication information when a first BSR is triggered because to-be-sent data exists on a first logical channel of the terminal device, where the first indication information is used to indicate a correspondence between a logical channel and a type of a scheduling request, and the first scheduling request includes a type of the first scheduling request; sending, by the terminal device, the first scheduling request to an access network device; and receiving, by the terminal device, first uplink scheduling information sent by the access network device, where the uplink scheduling information is used to indicate a first uplink resource used by the terminal device to send uplink data to the access network device.

    Abstract: This application relates to the field of communications technologies. Specifically, this application provides a scheduling method. In the method, when a terminal needs to send service data of an ultra-reliable and low latency communications service, the terminal sends a scheduling request to a base station, where the scheduling request carries buffer information in a buffer state report sent by the terminal to the base station in an original scheduling procedure. Therefore, compared with an existing scheduling procedure, in the scheduling method provided in this application, no buffer state report needs to be sent to the base station, thereby reducing steps of the scheduling procedure, and reducing a scheduling latency. To achieve an inventive concept of reducing the steps of the scheduling procedure, this application further provides a scheduling method for simplifying steps of a scheduling procedure. In addition, to ensure practical application and implementation of the scheduling method, this application further provides a corresponding scheduling device.
