    Abstract: Embodiments of the present application relate to the communications field, and provide a bearer establishment method and apparatus, and a system. The method includes: sending, by an eNB, a first request message to an MME in a handover process of UE; determining, by the MME, a target SGW and a target PGW of the UE based on the first request message; requesting, by the MME, the target SGW to establish a first bearer between the target SGW and the target PGW for the UE; and after the first bearer is established, requesting, by the MME, a source eNB to release a radio bearer and delete a second bearer on the source side. In the present application, a process of establishing the first bearer and the cell handover process are completed in parallel, so that the terminal can perform communication through the first bearer after a cell handover.

    Abstract: The present application provides a V2X message communication method and apparatus. The method performed by a terminal includes: sending a quality of service QoS request message to a network device; receiving QoS information of the terminal that is sent by the network device based on identification information of the terminal; obtaining, based on the QoS information, a QoS parameter corresponding to a message identifier of a to-be-sent V2X message; obtaining, based on the obtained QoS parameter, a radio resource used to send the to-be-sent V2X message; and sending the to-be-sent V2X message by using the obtained radio resource. QoS information of a V2X message of each terminal may be obtained from the network device. Therefore, when sending a to-be-sent V2X message in a V2X service, the terminal can find matching QoS information, thereby satisfying a communication quality requirement of the terminal for implementing the V2X service.

The method is performed by a control plane function entity and includes: obtaining a correspondence between address information of a user plane function entity and a user plane capability supported by the user plane function entity; receiving a request message from an application server, where the request message is used to request to establish a session for a first service and includes service information of the first service, and the service information includes at least one of broadcast area information and service type information; determining address information of a target user plane function entity based on the correspondence and the service information; and establishing a session connection to the target user plane function entity based on the address information.

    Abstract: Embodiments of the present application provide a coverage enhancement (CE) function implementation method and a device. The method may include obtaining, by a first radio access network node, CE authorization information of a terminal. The CE authorization information may include at least one of the following: CE indication information and an authorized CE level range. Further, the method may include determining, by the first radio access network node based on the CE authorization information, whether a CE level of the terminal meets an authorization requirement, and controlling, based on an authorization result, use of a CE function by the terminal. It can be learned that, not all terminals can use the CE function, but only an authorized terminal can use the CE function, to ensure that the terminal can use the CE function properly within an authorized range and to improve radio channel resource use efficiency.

    Abstract: A data transmission method provided in embodiments of the present application includes: determining, by a mobility management entity MME, that user equipment UE changes from an unreachable state to a reachable state; sending, by the MME, a request message to a serving gateway SGW; receiving, by the MME, downlink data sent by the SGW; and sending, by the MME, the downlink data to the UE. In this way, when the UE changes to a reachable state for downlink data, the MME requests the SGW to send the downlink data, and the MME then sends the downlink data to the UE, thereby avoiding loss of the downlink data caused by delivery of the downlink data to the UE that is in an unreachable state, and improving real-time accuracy of transmission.

The method may be performed by UE and may include determining a first transfer priority of a first service, determining a corresponding first logical channel group according to the first transfer priority of the service, and sending to a base station a resource request message that carries a first logical channel group identifier indicating the first logical channel group. The base station determines a transfer priority of the UE according to the first logical channel group identifier carried in the resource request message, so as to allocate a resource to the UE.
