Abstract: The disclosure relates to a communication technique and a system thereof that fuses a 5G communication system for supporting higher data rate after a 4G system. The disclosure is enabled to be applied to intelligent services (for example, smart home, smart building, smart city, smart car or connected car, health care, digital education, retail, security and safety related services, etc.) based on 5G communication technology and IoT related technology. A method for performing a random access by a terminal is provided. The method includes receiving information for performing a random access from a base station (BS), determining a frequency band to perform the random access among a first frequency band and a second frequency band based on the information for performing the random access, and transmitting a first random access preamble to the BS on the determined frequency band.

Abstract: The disclosure relates to a 5G or pre-5G communication system. A method performed by a terminal, includes receiving, from a BS, first system information including first information for an extended DRX mode; receiving, from a BS, second system information including second information associated with a DRX cycle; determining whether to request activation of the extended DRX mode based on the first information; when it is determined to request the activation of the extended DRX mode, transmitting, to an MME, a request message including third information for an operation in the extended DRX mode; receiving, from the MME, a response message based on the request message; when the response message includes fourth information for the operation in the extended DRX mode, performing the operation in the extended DRX mode based on the second information and the fourth information; and when the response message does not include the fourth information, performing an operation in a regular DRX mode based on the second information.

A terminal includes a controller configured to receive, from a base station, control information for configuring the terminal to interwork with a WLAN in a cellular connection state, communicate at least one traffic with a first WLAN based on the control information in the cellular connection state, and communicate the at least one traffic with the first WLAN based on the control information, if the cellular connection state is released.-

Abstract: Methods and devices in a wireless communication system are provided. A radio resource control (RRC) reconfiguration message configuring a medium access control (MAC) parameter for the terminal, is received from a base station. An uplink grant on a physical downlink control channel (PDCCH) is received from the base station. A generation of a MAC protocol data unit (PDU) is skipped for the uplink grant in case that skip uplink transmission information indicating the terminal to skip an uplink transmission is configured in the RRC reconfiguration message, the PDCCH is addressed to a cell radio network temporary identifier (C-RNTI), a MAC service data unit (SDU) for the MAC PDU does not exist, and the MAC PDU includes only a padding buffer status report (BSR).
