    Abstract: A method of operating a mobile terminal for network interworking is provided. The method includes receiving at the mobile terminal a first parameter from a first wireless communication network indicating a preference for offloading a new or current data flow to another network, the first parameter comprising a value within a first range. The method further comprises obtaining at the mobile terminal a random or pseudorandom value within a second range that at least partially overlaps the first range. The method further comprises determining whether to initiate or maintain at least one data flow between the mobile terminal and the first network or another network according to the first parameter and the random or pseudorandom value.

    Abstract: The present disclosure relates to a pre-5th-generation (5G) or 5G communication system to be provided for supporting higher data rates beyond 4th-generation (4G) communication system such as long term evolution (LTE). Next generation of wireless cellular operation is expected to be deployed in higher frequency above 6 GHz (e.g., 10 GHz˜100 GHz, also called mmWave and/or cmWave) due to availability of large amount of spectrum bandwidths. The physical layer of wireless cellular system in both DL and UL operating in mmWave/cmWave would be based on new air-interface different from that of LTE-A air-interface because the radio characteristics is different for mmWave/cmWave bands. The wireless system deployed in mmWave/cmWave system is expected to employ DL beam sweeping on broadcast control information to provide cell coverage to the UE which would result in excessive signaling overhead.

    Abstract: The present disclosure relates to communication methods and systems for converging a 5th-Generation (5G) communication system for supporting higher data rates beyond a 4th-Generation (4G) system utilizing technology for Internet of Things (IoT). The present disclosure is applicable to intelligent services utilizing 5G communication technology and IoT-related technology, such as smart home, smart building, smart city, smart car, connected car, health care, digital education, smart retail, security and safety services. A Secondary Cell (SCell) method and apparatus for activating an SCell are provided for use in a mobile communication system supporting dual connectivity. The method includes receiving a control message instructing activation of at least one SCell, determining whether the SCell is a primary SCell (pSCell) based on the control message, monitoring, when the SCell is the pSCell, a Physical Downlink Control Channel (PDCCH) of the pSCell, and reporting, after starting PDCCH monitoring, Channel Status Information (CSI) for the SCell.
