Methods and apparatuses are provided in a wireless communication system. Packet data convergence protocol (PDCP) configuration information that configures a PDCP entity of the terminal to use an uplink data compression (UDC) is received from a base station. The PDCP entity generates a UDC header and a UDC data block, based on the PDCP configuration information. The PDCP entity ciphers the UDC header and the UDC data block. The PDCP entity generates PDCP data including a PDCP header, the ciphered UDC header and the ciphered UDC data block. The generated PDCP data is transmitted to the base station. A header compression is not configured in case that the UDC is configured.

The present disclosure relates to converging a 5th-Generation (5G) communication system for supporting higher data rates beyond a 4th-Generation (4G) system with a technology for Internet of Things (IoT), and may be applied to intelligent services, such as smart home, smart building, smart city, smart car, connected car, health care, digital education, smart retail, security and safety services. A method according to disclosed aspects includes receiving a first control message including a first random access response window for a first cell group, receiving a second control message for adding a second cell group, including information on a second random access response window size for the second cell group, transmitting, on a cell of the second cell group, a random access preamble, and monitoring, on the cell of the second cell group, a random access response based on the second random access response window size for the second cell group.

The present invention relates to a method and apparatus for efficiently controlling access for system load adjustment in mobile communication systems. In a wireless communication system according to one embodiment, the method for transmitting and receiving data by a terminal including a user equipment (UE) non access stratum (NAS) and a UE access stratum (AS) includes the steps of: receiving by the UE AE, information including emergency call-related information which includes barring information by type for the emergency call, from a base station; transmitting, by the UE NAS, a service request for the emergency call to the UE AS; and determining, by the UE AS, whether to bar the service request on the basis of emergency call-related information. According to one embodiment, during the emergency call transmission, network congestion can be easily controlled by enabling various types of emergency calls to be transmitted, and enabling access to be barred information according to the situation of a communication network and types of emergency calls. Also, even when a specific type of emergency call is barred from access, the terminal can change to another type of emergency call and try for access. Therefore, it is effective in that an emergency call can be transmitted in various schemes even in a state where the network is congested.

A method and an apparatus for efficiently reporting user equipment (UE) are provided. A method of transmitting Power Headroom Report (PHR) of UE in a mobile communication system, includes configuring an evolved PHR including an indicator with respect of a variation factor of maximum transmission power of the UE, and transmitting the evolved PHR to an eNB. An eNB may know maximum transmission power of an UE and a variation factor thereof to enable efficient scheduling.

A method and an apparatus for efficiently transmitting or reporting a Power Headroom Report (PHR) of a User Equipment (UE) are provided. The method of transmitting the PHR of the UE in a mobile communication system includes configuring an extended PHR including an indicator corresponding to a variation factor of a maximum transmission power of the UE, and transmitting the extended PHR from the UE to a Base Station (BS). The BS may be notified of a maximum transmission power of the UE and a variation factor corresponding to the maximum transmission power in order to enable efficient scheduling.

A power headroom calculation method and apparatus of a User Equipment (UE) are provided for a primary cell Power Headroom (PH) calculation in a Long Term Evolution-Advanced (LTE-A) mobile communication system. The method includes determining whether an activated serving cell includes uplink data and/or uplink control signal to be transmitted, and determining PH of the activated serving cell according to whether the activated serving cell has the uplink data and/or uplink control signal.

The method includes generating a header including a LCID for identifying extended PHR and L indicating a length of the extended PHR, and inserting Power Headrooms (PHs) of multiple activated carriers into the extended PHR of one of the carriers.

The present invention relates to a method and apparatus for transmitting data using a multi-carrier in a mobile communication system. The method of transmitting data in user equipment of a wireless communication system using a carrier aggregation technique according to an embodiment of the present invention includes the steps of setting secondary cells included in an S-TAG (Secondary-Timing Advance Group) configured of only secondary cells (SCells), deactivating a downlink timing reference cell in the S-TAG; determining whether other activated secondary cells exist besides the deactivated downlink timing reference cell in the S-TAG, and when the other activated secondary cells exist in the S-TAG, setting one of the other activated secondary cells as a new downlink timing reference cell. According to the present invention, uplink transmission speed can be increased in the user equipment and user QoS can be improved by transmitting data using one or more uplink carriers in the terminal.
Abstract:
A method and apparatus for transmitting a power headroom (PH) report by a terminal in a mobile communication system supporting carrier aggregation are provided. The method includes determining respective PHs for multiple activated serving cells based on a real transmission or a reference format, setting respective indicators for the PHs, wherein each indicator indicates that a corresponding PH is determined based on the real transmission or the reference format, and transmitting, to a base station, an extended PH report including the PHs and the indicators on one of the multiple activated serving cells. The each indicator is set to “0”, if the corresponding PH is determined based on the real transmission, and the each indicator is set to “1”, if the corresponding PH is determined based on the reference format.
